On the afternoon of March 12, General Secretary To Lam and the Vietnamese high-ranking delegation visited Ly Quang Dieu School of Public Policy (Singapore National University) and delivered a speech on the policy "Vietnam's science, technology, innovation and digital transformation development policies in the new era and Vietnam-Singapore cooperation opportunities".
According to VNA, speaking in front of a large number of professors, lecturers and students of the school, General Secretary To Lam shared 3 contents: Vietnam's strategic vision on science, technology and innovation; Vietnam's philosophy of cooperation and development in the digital age; and lessons from Vietnam - Singapore cooperation and the long-term significance of this relationship.
General Secretary To Lam said that Vietnam identifies science, technology and innovation as a key driving force for national development. For decades, Vietnam has considered science and technology as a top national policy, a strategic pillar for industrialization and modernization of the country. Today, in the context of globalization and increasingly fierce competition, this is becoming more true than ever and a nation that wants to be strong and prosperous must rely on the foundation of knowledge and creativity. Vietnam's goal is to become a modern industrialized country by 2030 and to become a high-income developed country by 2045 - the 100th anniversary of the founding of the country.
To achieve those goals, there is no other way but to promote the development of science and technology, innovation and implement the national digital transformation strategy.
This is the "golden key" to help the country overcome the middle-income trap, avoid the risk of falling behind and catching up with the times. Developing science and technology, innovation and digital transformation are not arbitrary choices, but a way of survival to realize national aspirations.
General Secretary To Lam emphasized that Vietnam and Singapore have many similarities and complementarities. Singapore has strengths in advanced technology, management experience and investment capital; while Vietnam has advantages in abundant human resources, a large market and great development potential. This is a solid foundation for mutually beneficial cooperation between the two sides.
With that meaning, the General Secretary proposed a number of key areas in which the two countries can promote cooperation in the coming time, such as enhancing cooperation in scientific research projects; promoting extensive and comprehensive cooperation between research institutes and universities that meet international standards. Innovation cooperation is to exploit and supplement the strengths of each side, thereby creating breakthrough values.
The two sides jointly research, test and deploy digital solutions to improve the quality of life, enhance public administration efficiency; cooperate in developing human resources in science and technology; promote cooperation in technology transfer and commercialization of scientific research between Vietnam and Singapore...
General Secretary To Lam stated that history has shown that the future belongs to ethnic groups that know how to cherish great aspirations and join hands to act for the common good. Vietnam enters a new era with the spirit of a resilient, strong, aspirational nation, ready to connect and cooperate for development goals. Vietnam attaches importance to its partnership with Singapore and friendly countries, and will continue to make positive contributions to building a cohesive, creative and prosperous ASEAN.
General Secretary To Lam believes that, with strategic vision, strong political determination and a spirit of extensive cooperation, Vietnam, Singapore and countries in the region will reach even greater achievements in the future.
