On the afternoon of October 26, at the National Assembly's group discussion session, General Secretary To Lam summarized the socio-economic development achievements in 2024 and the recent period, and pointed out the country's direction in the new period.
The General Secretary affirmed that in terms of socio-economics in the Government's report, for the entire term, 2024 is the year of the greatest development, the highest achievement, and the final year of the 13th term.
Looking back over the 40 years of renovation, the country's current position can be described as a "miracle" and a "great victory". The country continues to develop, people's lives are guaranteed, the economy and society develop in many aspects, national security and defense, and national sovereignty are maintained.
The General Secretary emphasized that 40 years ago, our country was facing great difficulties, poverty, and backwardness, through war and embargo. After 40 years, the country's position has never been as it is today, as the late General Secretary Nguyen Phu Trong has repeatedly assessed, and we have the right to be proud of that.
Looking at the reality of the current socio-economic development situation, the General Secretary also said that there are still many worries and concerns that need to be resolved.
“We are happy about the achievements in the health sector, completing the target of having doctors for every 10,000 people, but that number has not yet reached the reality. Now every Vietnamese citizen must have a health check-up at least once a year. Whether we can do that or not, reaching the reality with the people is very important,” said the General Secretary.
Referring to the issue of fighting waste, the General Secretary said that this is an issue that he is very concerned about, and is also a matter that makes people very upset.
“People asked me but I couldn’t answer. Everyone said that land was gold, precious, worth a lot of money, but why did it stand still, with grass growing for decades? Who is responsible?
How can the state allocate money to waste it? If businesses do not do it, they must collect it according to regulations! If there are any problems, they must be resolved, and someone must be responsible. This is state property, people's money" - the General Secretary said.
The General Secretary also cited the flood prevention project in Ho Chi Minh City through 2 terms but people still suffer from flooding, while the State has spent money. If it is left like that, it is still a violation, not embezzlement and corruption, but also waste.
Or the case of two hospitals invested by the State for decades but still not put into use, while if they were privately owned, they would have recovered their capital.
The General Secretary also raised the issue of having money but not being able to spend it. Capital disbursement in the first 9 months has not reached 50%, while there are only a few months left until the end of the year.
“Whose fault is it? It’s all because of me, why do I keep making things difficult for myself when I see obstacles? Solve them one by one, look at each one and solve them. If the government can’t even do the regulations, how can businesses do them?
Hundreds and thousands of local projects have been granted to businesses, but implementation is still stuck, waiting for each other. It's all our fault. So who can do it? We must coordinate, not blame each other or wait for each other" - the General Secretary said and emphasized that we must find a way to answer the people.
The General Secretary also analyzed that looking back on the past, the country has achieved many great achievements, but looking at the world, we feel impatient because they are developing very quickly. We need to look at those examples to strive, and "rise up, if we keep fumbling around, it will be difficult".
