General Secretary To Lam - Head of the Central Steering Committee for Institutional and Legal Improvement (Steering Committee) - emphasized this requirement at the first quarter meeting of 2026 of the Standing Committee of the Steering Committee, on the afternoon of March 11, according to VNA.
Best ensuring people's health
At the meeting, the General Secretary emphasized the consistent viewpoint in perfecting food safety mechanisms and policies is to best ensure people's health; it is necessary to make people more assured when using daily food, create a transparent and favorable business environment for genuine food production and business enterprises, promote the sustainable development of the food industry; and at the same time, it is necessary to strictly handle violations related to the production and business of substandard food, affecting people's health.
The General Secretary requested the Government Party Committee to direct relevant ministries and sectors to focus on comprehensively reviewing the Party's viewpoints and policies on food safety; on that basis, identify directions and tasks to improve mechanisms and policies for food safety management in the coming time.
Not only stopping at amending and supplementing the Law on Food Safety and guiding documents, but also synchronously handling problems and inadequacies related to the field of legal standards, regulations, product and goods quality,... ensuring feasibility, practicality and compliance with international practices" - the General Secretary stated clearly.
Switching from "good law in writing" to "good law in life
Regarding focusing resources on amending and supplementing the Law on Food Safety, the General Secretary emphasized that the goal is to build a modern, synchronous, effective and efficient food safety management legal framework, strongly shifting from food safety management thinking, from controlling each individual stage to managing the entire food value chain.
Ensure strict management from raw materials for production, processing, circulation, trading to food consumption; overcome the situation of scattered and overlapping management, improve risk prevention capacity and promptly handle food safety risks, both protecting people's health and promoting the production of clean, safe, high-quality food to meet domestic requirements and participate more deeply in the global safe food supply chain.
The process of amending and supplementing the law and other regulations on food safety must ensure the full participation of agencies, organizations, industry associations, and the business community, ensuring full readiness of material, technical, and human resources conditions to organize law enforcement.
Regarding the report on the results of the work of perfecting institutions and laws and the directions and key tasks in the coming time, the General Secretary reminded the members of the Steering Committee to closely coordinate with the National Assembly Party Committee, the Government Party Committee, Party committees of ministries, branches and provincial and city Party committees to promptly overcome the shortcomings and limitations that the Report has pointed out and focus on effectively implementing the 2026 Work Program of the Steering Committee.
The General Secretary requested that the law-making process must be carefully prepared right from the policy-making stage, based on practical summaries, broad consultations with people, businesses and experts, scientists; and at the same time, pay attention to improving the effectiveness of law practice organization, ensuring that laws truly go into life, and must shift the thinking of evaluating effectiveness from "good law in writing" to "good law in life".
