Welcoming General Secretary To Lam and the high-ranking Vietnamese delegation at the airport, on the North Korean side were: Alternate Politburo member, State Affairs member, Head of the International Committee - Central Executive Committee of the North Korean Labor Party Kim Song Nam; Deputy Minister of Foreign Affairs of North Korea Im Chon In.

On the Vietnamese side, there were: Ambassador Extraordinary and Plenipotentiary of Vietnam to North Korea Le Ba Vinh; representatives of the staff of the Vietnamese Embassy in North Korea.
At Pyongyang International Airport, two rows of honor guards stood along the red carpet on both sides. A young North Korean girl presented flowers to General Secretary To Lam.

General Secretary To Lam walked along the red carpet and shook hands with North Korean officials who came to welcome the delegation and officials and staff of the Vietnamese Embassy in North Korea.
