According to the General Secretary, Hai Phong needs to firmly maintain the view of putting people at the center of development, ensuring that all people enjoy the fruits of growth and no one is left behind. There are 6 points that need to be focused on: It is necessary to pay special attention to the labor force, especially workers in industrial parks (IPs), seaport workers, migrant workers and vulnerable groups in society. Industrial development must be associated with the synchronous development of social infrastructure for workers. It is necessary to promote the program of developing social housing, worker dormitories, and at the same time build cultural, educational, medical, kindergarten and public service facilities right in or near IPs so that workers have stable, safe and humane living conditions. This is not only a social security policy but also the foundation for building a sustainable labor force that is long-term attached to the city's development.
The city also needs to continue to improve the quality of education and human resource training, creating lifelong learning opportunities for people. The health system needs to be developed in a modern, fair and people-centered direction, gradually building the city into a health center of the Northern coastal region.
Hai Phong needs to aim to become a livable city, where all people have the opportunity to study, work, be creative and rise up" - General Secretary To Lam said.
Regarding Hai Phong's 3 proposals and recommendations, the General Secretary believes that these are legitimate recommendations, originating from the task requirements and development practices of the city. Regarding the proposal to amend and supplement Resolution 226, the General Secretary requested the city to report to the National Assembly Standing Committee for consideration and adjustment based on the experience of the Resolutions that the National Assembly has just issued with Hanoi, Ho Chi Minh City and Da Nang. Regarding Planning, it is necessary to focus on researching and building to report to competent authorities for approval. Regarding the proposed contents on development resources, it is proposed that the Ministry of Finance study and report to the Government (or the National Assembly) for consideration and decision according to its authority.
