The project to build a road connecting from Rao 3 bridge to the coastal road, the section from Bui Vien road to provincial road 363, has just been decided on investment policy by Hai Phong City People's Committee.
The scale of the project to build Rao 3 bridge over the Lach Tray River and the access road connecting Bui Vien road, provincial road 363. In which, Rao 3 bridge over the Lach River has a length of about 610 m (the main bridge length is 344 m, the approach bridge length on both sides is 266 m, the main bridge width is 49 m, the approach bridge width is 38 m). The main route has 6 lanes for motorized vehicles, the side road has 2 mixed lanes, and roads on both sides. The main bridge is arched, the approach bridge has a structure of hollow concrete prestressed girders and semi-consolidated steel box girders...

The project also builds a 56.15 m long Hoa Binh canal overpass, roads at both ends of Rao 3 bridge connecting Bui Vien street and provincial road 363, standard scale of urban main streets, design speed of 80 km/h, length of about 4.233 km, starting from Bui Vien street, crossing Lach Tray river by Rao 3 bridge, passing through Duong Kinh area and ending at provincial road 363. Section size of about 55.5 m, including 6 motorized lanes, side lanes, central median strip, sidewalks, green trees and synchronous technical infrastructure system.
The investment objective of the project is to form a new urban main axis, meeting connectivity, reducing the load of provincial road 353 and the traffic network in the area. Along with that, creating urban development space, exploiting land funds and convenient connectivity between communes and wards An Bien, Hung Dao, Duong Kinh, Kien Thuy, Kien Minh, Kien Hai... with the central urban area.
According to Hai Phong City People's Committee, the project has a total investment of more than 3,858 billion VND from the city budget, implemented from 2025-2029. Of which, the implementation time is 2026-2029. After completion and commissioning, the road will contribute to completing the traffic infrastructure planning in An Bien, Hung Dao wards and Hai Phong City; promoting socio-economic development, tourism as well as ensuring local security and defense. Along with that, expanding urban development space and strengthening connectivity between the city center and the southern area and Hai Phong coastal corridor.
