Speaking at the working session, General Secretary To Lam affirmed the particularly important position and role of Ho Chi Minh City as the locomotive and growth pole of the whole country.
Reviewing the results achieved in 2025, General Secretary To Lam said that Ho Chi Minh City continues to maintain a fairly good growth rate, and many new development drivers are gradually forming clearly.
The digital economy, innovation, and high-tech industry develop in the direction of improving quality; the investment and business environment continues to improve.
Many key projects and works have been focused on removing obstacles and implemented with a spirit of urgency and determination.
Stepping into 2026, Ho Chi Minh City is facing sacred historical milestones: 50 years since the city officially took Uncle Ho's name and 115 years since President Ho Chi Minh left to find a way to save the country.
According to the General Secretary, these are not only commemorative figures, but also a profound reminder of the responsibility of continuing and continuing the aspiration to rise of previous generations.
General Secretary To Lam emphasized that 2026 is the first year the country enters a new and more brilliant period of development. The implementation of the Resolution of the 14th Party Congress in the next 5 years and 10 years is of pivotal significance, deciding the successful implementation of the 100-year Party establishment goal and creating a solid foundation towards the 100-year national establishment goal.
In that process, Ho Chi Minh City continues to promote its leading role, as a model, a place where the Central Government can confidently assign difficult and big tasks; becoming a driving force leading growth and innovation of the whole country.
The General Secretary requested Ho Chi Minh City to focus on synchronously and effectively implementing the Resolution of the 14th Party Congress and action programs to implement the Resolution of the Ho Chi Minh City Party Congress for the term 2025 - 2030; concretize tasks with clear action programs, clear responsibilities, and clear progress.
Along with that, Ho Chi Minh City successfully organized the election of National Assembly deputies of the 16th term and People's Councils at all levels.
General Secretary To Lam requested the city to focus on removing major bottlenecks in traffic, environmental pollution, flooding...; creating breakthroughs in institutions, infrastructure and human resources; innovating the growth model in depth; promoting the effectiveness of specific mechanisms and policies; gradually forming financial, logistics, and innovation centers of regional and international scale.
In particular, General Secretary To Lam emphasized the requirement to do better in mass mobilization work; promote the subjective role of the people; take the satisfaction, prosperity and happiness of the people as a measure of leadership, management, and administration efficiency.
In addition, the General Secretary requested Ho Chi Minh City to continue to drastically implement the work of building and rectifying the Party; preventing and combating corruption, wastefulness, and negativity; strengthening inspection and supervision; maintaining discipline and order; building the city's Party Committee to be truly clean and strong, meeting development requirements in the new period.
