The visit takes place in the context immediately after the 14th National Congress of the Communist Party of Vietnam and the 12th National Congress of the Lao People's Revolutionary Party were successfully organized.
The fact that General Secretary To Lam and the high-level delegation of our Party and State chose Laos as the first country to visit in the new term - the first state visit that Laos welcomed immediately after your XII Congress, and just over a week after we welcomed the General Secretary, President of Laos - the first foreign head of state to visit Vietnam immediately after the XIV Party Congress, has profound political significance, clearly showing the consistency, special importance and top priority of Vietnam for Vietnam-Laos relations.
The visit is an opportunity for the two Parties and two countries to continue to strongly affirm the tradition of special solidarity, loyalty, and unity between Vietnam and Laos - a close relationship that has been tested, tempered and constantly nurtured through historical periods; at the same time, it shows the highest political determination of the senior leaders of the two Parties and two countries in bringing relations to develop in an increasingly substantive and effective direction.
