HCMC - General Secretary To Lam proposed that HCMC overcome the problem of traffic congestion, flooding, and air pollution in the 2025 - 2030 term.

Turning resolutions into actions, bringing guidelines into life

On the morning of October 14, General Secretary To Lam attended and gave a speech at the 1st Congress of the Ho Chi Minh City Party Committee, term 2025 - 2030.

General Secretary To Lam outlined 6 key groups of tasks and solutions that the City Party Committee needs to pay attention to and effectively implement in the 2025 - 2030 term.

According to General Secretary To Lam, first of all, Ho Chi Minh City needs to continue to promote the results achieved in the 2020 - 2025 term, building a truly clean, strong, united and innovative City Party Committee. The Party Committee must be the center of intelligence, with enough political will, management capacity and vision to lead the pioneering city of development and integration, worthy of the honor of being named after President Ho Chi Minh.

General Secretary To Lam requested Ho Chi Minh City to focus on building a streamlined, smart, effective two-level government to serve the people; at the same time, considering the construction of a team of leaders, especially the leader, as a " strategic breakthrough of the strategy".

City officials must have strong courage, honesty, good professionalism, have strategic thinking, dare to think, dare to do, dare to take responsibility and put the interests of the people first.

General Secretary To Lam emphasized that to achieve the goal of rapid and sustainable development, the City needs to concretize and creatively apply the major policies and resolutions of the Party and State, turning resolutions into concrete results in life.

Resolution No. 57 is a guideline to build Ho Chi Minh City into a center for innovation, the core of the knowledge economy, promoting the digital economy, digital government and digital society. Resolution No. 59 orients the City to become a financial, logistics, trade and tourism center of the region, closely linked to key economic regions.

Along with that, Resolution No. 66 on perfecting institutions and piloting the autonomous urban government model, Resolution No. 68 on private economic development, and Resolution No. 70 on ensuring energy security... are all important foundations for Ho Chi Minh City to proactively develop, create institutional breakthroughs and improve competitiveness.

Taking people as the center, happiness is the measure of development

General Secretary To Lam requested the City Party Committee to always affirm the role of the people in all policies and guidelines. People's happiness, satisfaction and trust are the highest measure of leadership performance.

To make Ho Chi Minh City a leading economic, financial, technological and service center in Southeast Asia, the urgent requirement is to complete the planning, restructure the development space according to the multipolar - integrated - connected mindset, operate according to the multi-center governance model to effectively use resources and operate flexibly.

Ho Chi Minh City needs to take science, technology and innovation as the main driving force; promote digital transformation, substantial green transformation, improve labor productivity; at the same time, build a modern, transparent and effective urban governance model.

General Secretary To Lam especially noted: The General Assembly needs to discuss carefully and resolutely overcome existing problems such as traffic congestion, flooding caused by climate change, air pollution and building a civilized city without drugs. The Government will always accompany the City in the process of solving these problems".

General Secretary To Lam emphasized that Ho Chi Minh City must adhere to the goal of comprehensive human development, linking economic growth with progress and social justice; building a livable city where all people are cared for, have health, education, the environment and safety.

Ho Chi Minh City needs to continue to fundamentally and comprehensively innovate education and training in the spirit of Resolution No. 71, creating a breakthrough in high-quality human resources.

At the same time, effectively implement the national health care program, sustainable population development associated with building a modern health system according to Resolution No. 72.

General Secretary To Lam also emphasized the role of the Ho Chi Minh Cultural Space as a symbol of spreading the cultural values, bravery and compassion of the Vietnamese people, contributing to building the image of a civilized, modern and humane city.

Finally, General Secretary To Lam requested Ho Chi Minh City to continue to strengthen its defense and security potential, linking the national defense posture with a strong people's security posture, proactively responding to traditional and non-traditional challenges.

The city needs to grasp the situation, promptly detect and neutralize sabotage plots, while promoting the movement "All people protect national security", reduce crimes, build a safe - fair - happy society, create a stable environment for rapid and sustainable development.
