On June 16, at the headquarters of the Ho Chi Minh City People's Committee, leaders of the Ho Chi Minh City People's Committee, Binh Duong province and Ba Ria - Vung Tau province held a conference to discuss solutions to implement Resolution No. 202/2025/QH15 of the National Assembly on the arrangement of provincial-level administrative units.
At the conference, leaders of the three localities discussed and agreed on many important contents related to the arrangement of administrative units, focusing on reorganizing the government sector according to the new model.
Key contents include: reorganizing and reorganizing departments, branches and sectors; establishing a two-level Public Administration Service Center; reorganizing working headquarters, transferring administrative units and resolving regimes and policies for cadres, civil servants, public employees and non-professional workers affected after the restructuring of the apparatus.
The conference also agreed to implement support plans for the staff after the reorganization, such as: job conversion training, job introduction, social housing purchase or rental arrangements.
Concluding the conference, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc affirmed that the three localities are committed to seriously and urgently implementing the Central's direction on the arrangement of administrative units, building local governments at two levels in a synchronous and effective manner. The implementation process will ensure compliance with the process, not disrupting people's lives and production and business activities of enterprises.

Mr. Nguyen Van Duoc also noted that it is necessary to prioritize the goal of preventing and combating corruption and waste; at the same time, it is necessary to ensure the principle of a continuous and stable operating apparatus, creating favorable conditions for people in the transition process.
In addition, localities have agreed on specific plans on the model of operation of Public Administration Service Centers; organizational structure of specialized agencies and regimes and policies for those who do not continue to take on tasks after the arrangement.
The Chairman of the Ho Chi Minh City People's Committee suggested that the three localities continue to closely coordinate and complete the proposed projects and work to ensure the new government apparatus at the provincial and commune levels operate synchronously from July 1.

After the merger of 3 localities, Ho Chi Minh City has an area of over 6,772 km2, a population of over 14 million people, with 168 commune-level administrative units, including 113 wards, 54 communes and 1 special zone.
