The Ho Chi Minh City People's Committee has just issued an official dispatch on handling feedback related to receiving and handling administrative procedures for people and businesses.
The Ho Chi Minh City People's Committee requests Heads of Departments, branches, sectors, Chairmen of People's Committees of communes, wards, and special zones to organize inspections and rectification, to prevent the situation of " document brokers" at Public Administration Service Centers and One-stop Departments of agencies and units.
The city requires increased human resources and equipment to support and guide people and businesses to carry out administrative procedures, especially electronic administrative procedures.
At the same time, strictly handle cases of arbitrarily requiring people to provide additional documents outside of regulations, especially the requirement to have a VNeID account when submitting documents directly, or the requirement to confirm and commit to the convergence of new administrative information and old information issued by a state agency.
The Ho Chi Minh City People's Committee also requires agencies and units to arrange adequate human resources, equipment, and facilities for the Public Administration Service Center and the One-Stop Department in accordance with the scale and number of records received and processed - especially for newly decentralized administrative procedures with a large number of records such as land, civil status, construction, etc. The organization needs to ensure effectiveness, avoiding overload and congestion.
Units assigned to direct the implementation of solutions to improve the efficiency of providing online public services, promote the digitalization of records and procedures. The city also requires strict implementation of the process of receiving documents and returning results at the Public Administration Service Center, One-stop Department, ensuring compliance with regulations and publicity and transparency.
The People's Committees of communes, wards and special zones are responsible for reviewing, researching, and proactively proposing the arrangement of reception points and returning results of administrative procedure settlement at the Public Administration Service Center in accordance with geographical conditions, population management scale, and number of arising records.
At the same time, the City directed the implementation of administrative procedures without administrative boundaries with 100% of administrative procedures in the entire area, in order to simplify the process and improve flexibility for people.
Currently, Ho Chi Minh City has 168 Public Administration Service Centers at the commune, ward and special zone levels. The city level has the Ho Chi Minh City Public Administration Service Center and the old Binh Duong and Ba Ria - Vung Tau Public Administration Service Centers.
From the beginning of August, the City will put into operation 38 local groups - branches of the Ho Chi Minh City Public Administration Service Center, to expand the scope of service, improve the effectiveness of handling administrative procedures throughout the area.
