The Ho Chi Minh City People's Committee has just issued an urgent document to relevant departments, branches and localities to promptly implement the reception and settlement of administrative procedures in the context of reorganizing the local government apparatus, especially after the establishment of 102 new wards and communes.
According to the direction of the Ho Chi Minh City People's Committee, the People's Committees of districts, towns and Thu Duc City must urgently complete the one-stop session at all levels. The improvement includes ensuring adequate human resources, facilities, computer network infrastructure, equipment, as well as working regulations.
The goal is to ensure that the reception and settlement of administrative procedures are not interrupted, not dependent on changes in administrative boundaries when the district-level government stops operating and switches to the two-level local government organization model.
In particular, localities must proactively arrange the number and location of reception counters at the new Commune and Ward Public Administration Service Centers in a way that is suitable for actual conditions, reasonable and convenient for people and businesses.
The Chairman of the Ho Chi Minh City People's Committee clearly requested that there should be no overload or that people and businesses have to wait more than 20 minutes to submit administrative procedures.
The Office of the Ho Chi Minh City People's Committee is assigned to preside over and coordinate with the Digital Transformation Center to temporarily guide the framework process for receiving and handling administrative records for the People's Committees at the new commune and ward levels. At the same time, advise the Chairman of the City People's Committee to announce the implementation of 100% of administrative procedures regardless of administrative boundaries within the city.
Departments, branches and sectors are also required to urgently restructure administrative procedures, amend internal processes, upgrade and develop information systems to serve the settlement of administrative procedures, ensuring unity and synchronization when implementing throughout the city.
The Chairman of the Ho Chi Minh City People's Committee assigned the Department of Science and Technology to coordinate with the Digital Transformation Center and related units to continue piloting the merger of the National Public Service Portal. According to the plan, from July 1, Ho Chi Minh City will officially close the Provincial Online Public Service Portal to unify units, avoid dispersing the system and improve the efficiency of public service provision to people.
At the same time, the city will announce and notify phone numbers for consultation, support, and answers to questions, feedback, and recommendations related to the implementation of administrative procedures at the new Commune and Ward Public Administration Service Centers.
The Digital Transformation Center is also assigned to coordinate with localities to quickly deploy technical solutions, ensuring smooth operation of infrastructure, transmission lines and online television conference systems. At the same time, the city's shared digital platforms must be guaranteed to operate stably and effectively.
The Ho Chi Minh City Department of Home Affairs is assigned to urgently advise on the issuance of decisions on the establishment, appointment or appointment of the positions of Chairman and Vice Chairman of the new People's Committee of communes and wards in accordance with regulations, ensuring that the government apparatus at all levels quickly comes into stable and effective operation.
