The Ho Chi Minh City Department of Home Affairs has just submitted to the Ho Chi Minh City People's Committee a plan to reorganize the administrative apparatus, specialized agencies and public service units, to streamline and improve the effectiveness of state management.
According to the proposed plan, Ho Chi Minh City will reduce the number of specialized agencies under the City People's Committee from 21 to 16.
The Department of Finance is merged from the Department of Planning and Investment, the Department of Finance and received the Enterprise Management Innovation Board.
The Department of Home Affairs is reorganized on the basis of merging the Department of Home Affairs, the Department of Labor - Invalids and Social Affairs, receiving the functions and tasks of state management of labor, wages, employment; meritorious people; occupational safety and hygiene; social insurance; gender equality from the Department of Labor - Invalids and Social Affairs.
The Department of Science and Technology is merged from the Department of Science and Technology, the Department of Information and Communications.
The Department of Ethnic Minorities and Religions was established on the basis of merging the Department of Religions (under the Department of Home Affairs) into the Department of Ethnic Minorities.
The Department of Construction was formed from the merger of the Department of Construction and the Department of Planning and Architecture.
The Department of Transport of the Government was established from the Department of Transport, receiving the Standing Office of the Traffic Safety Committee and some infrastructure management functions from the Department of Construction.
The Department of Natural Resources and Environment is reorganized on the basis of merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development.
The Department of Food Safety continues to be maintained according to the pilot model of Ho Chi Minh City, with a more streamlined organizational structure according to Resolution 98/2023/QH15 of the National Assembly.
In addition to the above departments, the remaining units include: Department of Culture and Sports, Department of Tourism, Department of Health, Department of Education and Training, Department of Justice, Department of Industry and Trade, Office of the City People's Committee, City Inspectorate.
In addition to streamlining departments, some state management functions will be transferred to Ho Chi Minh City Police, including: Management of drug addiction treatment and post-treatment from the Department of Labor - Invalids and Social Affairs; management of criminal records and issuance of criminal records from the Department of Justice; testing and issuance of driver's licenses from the Department of Transport; network information security and safety from the Department of Information and Communications.
