The Ho Chi Minh City Department of Home Affairs has just submitted a document to the Ho Chi Minh City People's Committee on the arrangement of the administrative apparatus, specialized agencies, and public service units under the Ho Chi Minh City People's Committee, Thu Duc City People's Committee, districts.
The report of the Ho Chi Minh City Department of Home Affairs said that the Ministry of Home Affairs has given its opinion on the arrangement of the administrative apparatus in Ho Chi Minh City.
The Ministry of Home Affairs agreed on the plan to arrange a number of specialized agencies under the Ho Chi Minh City People's Committee such as the establishment of the Department of Transport of the Government; the Department of Natural Resources and Environment, one of the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment.
For the Department of Food Safety and specialized agencies under the Thu Duc City People's Committee, the Ministry of Home Affairs proposed that Ho Chi Minh City implement Resolution No. 98 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.
According to the proposal, the Ho Chi Minh City People's Committee will reduce the number of specialized agencies from 21 to 16, including: Department of Finance; Department of Home Affairs; Department of Construction; Department of Transport; Department of Science and Technology; Department of Culture and Sports; Department of Tourism; Department of Ethnic Minorities and Religions; Department of Natural Resources and Environment; Department of Health; Department of Education and Training; Department of Justice; Department of Industry and Trade; Department of Food Safety; Office of the City People's Committee; City Inspectorate.
In Thu Duc City, the number of agencies under the People's Committee decreased from 16 to 14, while districts and towns decreased from 12 to 10.
In addition, the Ministry of Home Affairs also agreed to merge the Ho Chi Minh City High-Tech Park Management Board and the Ho Chi Minh City High-Tech Agricultural Zone Management Board into the Ho Chi Minh City High-Tech Park Management Board. At the same time, the Investment and Construction Management Board of the Southern Urban Area of Ho Chi Minh City will be dissolved.
However, regarding the issue of merging the Committee for Overseas Vietnamese in Ho Chi Minh City and the Ho Chi Minh City Union of Friendship Organizations, the Ministry of Home Affairs has suggested not merging these two agencies because the functions, tasks and operating mechanisms of these two organizations are different.
The Committee for Overseas Vietnamese in Ho Chi Minh City is an administrative organization and the Ho Chi Minh City Union of Friendship Organizations is a specialized socio-political organization.
Based on the opinion of the Ministry of Home Affairs, the Ho Chi Minh City Department of Home Affairs reported to the Ho Chi Minh City People's Committee and the Party Committee of the Ho Chi Minh City People's Committee to report to the Standing Committee of the Ho Chi Minh City Party Committee on adjusting the plan to keep the Committee for Overseas Vietnamese in Ho Chi Minh City and the Ho Chi Minh City Union of Friendship Organizations, streamlining to reduce at least 15% of internal organization units.
On the afternoon of February 20, the 10th term Ho Chi Minh City People's Council held its 21st session (special session) to review the proposal of the Ho Chi Minh City People's Committee on the plan to reorganize the apparatus of affiliated professional agencies.
