Ho Chi Minh City People's Committee has just issued a document directing the implementation of Notice No. 46-TB/VPTW on the conclusions of General Secretary, President To Lam at the working session with the Standing Committee of the Ho Chi Minh City Party Committee.
On April 27, 2026, at a working session with the Standing Committee of the Ho Chi Minh City Party Committee, General Secretary and President To Lam acknowledged and praised the great efforts, sense of responsibility and political determination of the Party Committee, government, army and people of the city; and at the same time concluded and directed to focus on 6 key task groups.
On that basis, the Ho Chi Minh City People's Committee requests departments, branches, localities and state-owned enterprises directly under it to thoroughly grasp the directing contents; proactively advise on the implementation of tasks according to their assigned fields, ensuring progress, quality and specific products.
At the same time, continue to synchronously implement Decision No. 2415/QD-UBND on implementing the Resolution of the 14th Party Congress, strategic resolutions of the Politburo and special mechanisms and policies for Ho Chi Minh City.
Regarding the implementation of the double-digit economic growth target, the Ho Chi Minh City Development Research Institute urgently updates the 2026 growth plan and the project to promote growth in the 2026 - 2030 period; propose solutions to unlock resources in capital, land, public investment and social investment.
The Department of Finance develops at least two scenarios for operating growth and budget revenue in 2026; restructuring budget expenditures in the direction of saving recurrent expenditures and increasing development investment expenditures. At the same time, promoting new growth drivers such as the International Financial Center, free trade zones, logistics, fintech and modern financial instruments.
Regarding the two-level local government model, the Department of Home Affairs presides over reviewing and evaluating after one year of operation; proposing adjustments to decentralization, authorization, digital infrastructure, data and coordination mechanisms to improve the operational efficiency of commune-level governments.
In the field of culture and society, the Department of Culture and Sports effectively implements activities to celebrate the 50th anniversary of Ho Chi Minh City honored to be named after President Ho Chi Minh in a solemn and practical direction, avoiding ostentation and waste; associated with taking care of social security, urban embellishment and accelerating key projects.
The Ho Chi Minh City People's Committee also requested units to propose specific tasks to complete the draft new resolution of the Politburo on building and developing Ho Chi Minh City, the Draft Law on Special Urban Areas and related action programs.
Regarding urban planning and development, relevant departments and sectors should study the development orientation of Ho Chi Minh City according to the multi-center megacity model, integrating above-ground infrastructure, underground infrastructure and digital infrastructure; promoting innovation, artificial intelligence, science and technology and regional linkages in the South.
Ho Chi Minh City also focuses on handling outstanding urban issues such as traffic congestion, flooding, environmental pollution, food safety and renovating houses along canals and ditches to create clear changes in the 2025-2030 term.
