This is one of the five key goals identified at the first Ho Chi Minh City Patriotic Emulation Congress (2025 - 2030), held on the morning of October 25 with the theme "Solidarity, innovation, creativity, emulation to build a pioneering Ho Chi Minh City, entering a new era with the whole country".
Speaking at the congress, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc affirmed that in recent times, the City's patriotic emulation movements have truly gone into depth, associated with real life, creating an important driving force for political stability, socio-economic development and improving people's lives.
According to the Chairman of the Ho Chi Minh City People's Committee, entering the new period, Ho Chi Minh City has a larger scale of development, more potential but also faces many challenges such as super-urban governance, synchronous infrastructure development, traffic congestion resolution, climate change adaptation or multidimensional poverty reduction.
Therefore, the patriotic emulation movement needs to continue to be innovated more strongly and creatively, contributing to bringing the Resolution of the 1st Ho Chi Minh City Party Congress into practice soon.

In the period of 2025 - 2030, the patriotic emulation movement of Ho Chi Minh City will focus on implementing five key goals.
The city continues to build a clean and strong Party Committee and political system, perfecting a streamlined and efficient organizational model.
Promoting the tradition of solidarity, dynamism, creativity, daring to think, knowing how to do, daring to take responsibility. Build a team of cadres with intelligence, courage, dedication, integrity and breakthrough, wholeheartedly serving the people.
Ho Chi Minh City will also mobilize all resources, effectively exploit potentials, advantages, strategic locations, promote rapid and sustainable development on the basis of science - technology, innovation and digital transformation.
The city aims to become a civilized, modern city, a dynamic innovation center of Southeast Asia by 2030, in the group of 100 livable global cities and with the world's leading innovation ecosystem. By 2045, Ho Chi Minh City strives to become an international super city, an economic, financial, tourism, service, education, and healthcare center of Asia, in the group of the top 100 cities in the world.
The city continues to improve people's lives, ensure social security, take care of policies and workers, and leave no one behind. Towards a green, safe and livable city, Ho Chi Minh City focuses on environmental protection, climate change response, maintaining national defense - security and political stability, and deep international integration.
To successfully achieve these goals, the City has identified five groups of tasks and main solutions.
In particular, Ho Chi Minh City will strengthen the leadership and direction role of Party committees and authorities at all levels; closely link emulation results with the responsibility of leaders; at the same time, promote the supervisory and critical role of the Fatherland Front and socio-political organizations to mobilize the strength of the entire people.
The city innovates the growth model, restructures the economy in the direction of taking science - technology and innovation as the main driving force; restructuring the development space according to the multipolar thinking - integrating - super connecting; mobilizing all investment resources with focus and key points, orienting the formation of "3 regions - 1 special zone - 3 corridors - 5 pillars".
The city also promotes administrative reform, digital transformation in state management, improves operational efficiency and efficiency, maintains and improves competitiveness assessment indexes, governance efficiency and administrative reform.
