According to a quick report from the Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Environment), in the early morning of November 7, storm No. 13 weakened into a tropical depression and continued to weaken into a low pressure area in the Ha Lao area. At 4:00 a.m., the low pressure area was at about 14.6 degrees north latitude; 106.8 degrees east longitude. The strongest wind in the center of the low pressure area is below level 6. It is forecasted that in the next 12 hours, the low pressure area will continue to move mainly in the west-northwest direction, weakening and gradually dissipating.
Regarding rain, from the morning of November 6 to 5:00 a.m. on November 7, the storm circulation caused heavy rain in provinces and cities from Hue - Dak Lak with common rainfall from 150-280mm, locally over 350mm, some stations had heavy rain such as: Dinh Bach Ma (Hue) 396mm, Tra Thanh (Quang Ngai) 312mm, Chu Rang (Gia Lai) 393mm, Dak Pling (Gia Lai) 313mm, Dam Tran (Dak Lak) 504mm, Xuan Lam (Dak Lak) 285mm.
It is forecasted that on the morning of November 7, from South Quang Tri to Da Nang and the Central Highlands, there will be widespread rain of 20-50mm, locally over 80mm. From November 7 to the end of November 8, the area from Thanh Hoa to northern Quang Tri will have common rain of 50-150mm, locally over 200mm.
Regarding the flood situation, the upstream flood of Ba River (Gia Lai, Dak Lak) is rising above alert level 3 (BD3), downstream above level 3; the flood of Ky Lo River (Dak Lak) has peaked above level 3 and is slowly receding; floods on rivers in Hue, Quang Ngai, Khanh Hoa fluctuated at level 2.
According to information from localities, storm No. 13 caused initial damage as follows:
Regarding people: 5 dead (Dak Lak: 3 people, Gia Lai: 2 people); 6 injured.
Houses: 52 houses collapsed (43 houses in Gia Lai, 9 houses in Dac Lac), damaged, and had 2,593 houses blown off (Gia Lai 2,412 houses, Dac Lac 131 houses, Quang Ngai 50 houses).
Ship: 9 ships sunk by waves (4 ships in Dak Lak, 1 ship in Quang Ngai, 4 ships in Gia Lai).
The storm also caused widespread power outages in Gia Lai.
