The Resolution of the 14th National Party Congress has identified: Consistently implementing the foreign policy of independence, self-reliance, self-strengthening, peace, friendship, cooperation and development, multilateralization, diversification of foreign relations, being a responsible member of the international community; developing foreign affairs in the new era, commensurate with the historical, cultural and position of the country. Promoting the synchronous and creative deployment of foreign affairs and international integration in a deep, comprehensive, and effective manner. Ensuring and protecting the highest national and ethnic interests on the basis of the basic principles of international law and the United Nations Charter, equal and mutually beneficial cooperation. Proactively and actively contributing to peace, friendship, cooperation and sustainable development in the spirit of being friends, reliable partners, and active and responsible members of the international community; actively and responsibly participating in solving common issues of the region and the international community.
In the past time, many visits by Party and State leaders have participated in foreign affairs activities, raising the country's prestige and position in the international arena. First of all, it should be affirmed that these working trips are not "following" any power axis that reactionary, wrongful, and hostile subjects have published. This is a way of inferring and distorting a foreign affairs activity that is inherent in the foreign policy of independence, self-reliance, self-strengthening, peace, friendship, cooperation and development, multilateralization, and diversification. Because Vietnam does not participate in military alliances, does not link up with one country to oppose another. The working trips of Party and State leaders are in line with the consistent foreign policy that our Party has identified, not a policy turning point.
Second, the view that there are trips that are "only formal" or "not bring specific benefits" is a short-term assessment, lacking depth. In the current international environment, where trade policies, supply chains and strategic competition are constantly fluctuating, direct dialogue at the high level is of particular importance. Especially for countries that are strategic partners, comprehensive strategic partners of Vietnam. In which, issues related to tariffs, trade remedies, technical standards... if not exchanged promptly can directly affect businesses and workers. High-level diplomacy is not only aimed at signing documents, but also at maintaining political trust and strategic exchange channels. Its value lies in minimizing policy risks in the future. Assessing the effectiveness of a business trip with only immediate benefits is an unscientific approach to international relations.
Third, the inferences about "exchanging sovereignty" or "military commitments" are completely unfounded. Vietnam's "four no's" defense policy continues to be clearly affirmed: Not participating in military alliances; Not linking one country against another; Not allowing foreign countries to establish military bases/use territory against another; Not using force/threatening force in international relations. In the entire content of international working trips, Vietnam has not made any commitments that go against those principles.
Recently, the participation of Party and State leaders in the meeting on Gaza reconstruction also needs to be viewed correctly. Vietnam supports a peaceful solution, respects international law and the central role of the United Nations in maintaining international peace and security. Participating in discussions is to show the responsibility of an active member of the international community, not a change of position.
One of the details deliberately exploited by bad actors is that Vietnam is not in the group of commitments to make large financial contributions at the meeting. Participating in an international mechanism does not mean having to bear financial obligations that exceed national conditions and interests. In modern international relations, each country must calculate harmony between responsibility to the international community and the requirement to ensure resources for sustainable domestic development.
Vietnam's approach - participating actively, responsibly but not trading strategic resources - reflects a cautious, substantive, and consistent national governance mindset with an independent, self-reliant, multilateral, and diversification of relations foreign policy. Diplomacy is not measured by purely financial contributions, but is shown in the level of consultation, respect, and importance in the discussion structure. The invitation of Vietnamese leaders to attend and emphasize their role within the framework of the conference is proof of the increasingly strengthened political trust and the increasingly clear national position in regional and global issues.
Distorted arguments often have a common point: Cutting and pasting information, separating events from the strategic context and inferring political motives. This is a familiar trick to create a psychology of skepticism, reducing confidence in the Party and State's foreign policy. In the digital media environment, if you are not tỉnh táo and have no capacity to thẩm định information, public opinion is very easily led by emotional and unfounded judgments.
Therefore, it is necessary to recognize foreign affairs activities in the overall strategy of ensuring a peaceful and stable environment, maximizing favorable international conditions to expand the development space for the country. This is not only a requirement of deep integration practice, but also a vivid manifestation of a brave, proactive and responsible diplomacy.
