The Prime Minister requested the thorough evacuation and relocation of residents in dangerous areas, especially those that are often deeply flooded during heavy rains and floods.

On August 26, the Government Office announced that Prime Minister Pham Minh Chinh had just signed Official Dispatch No. 147/CD-TTg directing the focus on overcoming the consequences of storm No. 5 and responding to floods after the storm.

The dispatch clearly stated that according to the National Center for Hydro-Meteorological Forecasting, the circulation of storm No. 5 will continue to cause heavy rain from now until the end of August 26 in the mountainous, midland and Northern Delta areas.

In particular, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh provinces will have heavy to very heavy rain with common rainfall of 100-200mm, locally over 400mm, especially at very high risk of deep flooding, flash floods, landslides, especially in Thanh Hoa, Nghe An, Ha Tinh provinces.

To focus on responding, the Prime Minister requested the Secretaries and Chairmen of the People's Committees of the provinces: Thanh Hoa, Nghe An, Ha Tinh, Quang Tri:

Direct grassroots authorities to base on the specific situation in each locality to decide and have a plan to support the return of people in evacuation areas to safe areas.

thoroughly evacuate and relocate residents in dangerous areas, especially those that are often deeply flooded during heavy rains, areas at risk of flash floods, landslides, and areas with fast-flowing water along rivers and streams.

At the same time, support to ensure essential needs for people in evacuation areas, especially for poor and disadvantaged households, to prevent people from lacking food, foodstuffs, and drinking water.

Propagate and advise people to limit travel during heavy floods; arrange forces to block, guide, and support people to participate in safe traffic, not allowing people to move through if safety is not guaranteed, especially through spillways, areas with deep flooding, fast-flowing water, landslides or at risk of landslides.

Assigned leadership to directly direct flood response work in key areas, especially villages and hamlets at risk of being isolated due to floods and landslides.

Review the implementation of a backup plan for electricity supply and telecommunication waves, ensuring smooth communication from villages and hamlets to all levels, without interruption of information.

Prepare forces, vehicles, and equipment in key vulnerable areas (to each village and hamlet) to deploy rescue when there are bad situations...

Direct the review, statistics, preliminary assessment of damage and proactively mobilize military forces, police, youth... to urgently overcome the consequences of storm No. 5.

In particular, focusing on supporting people to repair houses with unroofed and damaged roofs, supporting temporary housing for households that lost their homes due to storm No. 5 according to regulations, not leaving people without housing.

Immediately repair schools and medical facilities whose roofs have been blown off or damaged by storms, to be completed in August 2025 to ensure that students can return to school on time for the opening of the new school year and ensure medical examination and treatment for the people.

Urgently clean up obstacles and clean up roads to ensure traffic operations return to normal soon after the storm.

Rescue and repair sunken ships, restore damaged seafood and agricultural production to soon stabilize people's lives.

The Ministers of the Ministries of National Defense and Public Security directed Military Region 4 and units stationed in the area to deploy forces, means, and necessary equipment, ready to support people to respond to and quickly overcome the consequences of storms and floods when requested by the locality.
