Submitting to the National Assembly for decision on merging provincial-level administrative units

The National Assembly Standing Committee has supplemented the submission to the National Assembly for consideration and decision on the merger of provincial-level administrative units at the 9th Session.

Based on the provisions of law, based on the opinions of National Assembly deputies, the National Assembly Standing Committee decided to convene the 9th Session of the 15th National Assembly.

The 9th session will open on May 5, 2025 and is expected to close on the morning of June 28, 2025. The National Assembly will convene a concentrated meeting at the National Assembly House.

Accordingly, the 9th Session of the 15th National Assembly will be held in 2 phases: Round 1: From September 5 to May 28, 2025; Round 2: From June 11 to the morning of June 28, 2025.

Based on the law, Resolution of the National Assembly, recommendations from relevant agencies and actual preparation, the National Assembly Standing Committee has prepared the program for the 9th Session of the 15th National Assembly.

In particular, it is recommended that the National Assembly allow adjustment of some contents of the Session, specifically as follows:

- Supplement to submit to the National Assembly for consideration and decision to amend and supplement a number of articles of the 2013 Constitution.

- Supplementing the National Assembly for consideration and approval of 13 law projects to continue serving the organizational structure of the political system, including: (1) The Law on Organization of Local Government (amended); (2) Law amending and supplementing a number of articles of the Law on Promulgation of Legal Documents; (3) Law on cadres and civil servants (amended); (4) Inspection Law (amended); (5) Law amending and supplementing a number of articles of the Planning Law; (6) Law on election of National Assembly deputies and People's Council deputies (amended); (7) Law amending and supplementing a number of articles of the Law on Organization of the People's Court; (8) Law amending and supplementing a number of articles of the Law on Organization of the People's Procuracy; (9) Law amending and supplementing a number of articles of the Law on Handling of Administrative Violations; (10) Law amending and supplementing a number of articles of the Vietnam Fatherland Front Law, Trade Union Law and Youth Law; (11) The Law amending and supplementing a number of articles of the Civil Procedure Code, the Law on Administrative Procedure, the Law on Mediation, Dialogue at the Court, the Judicial Law Law and the Bankruptcy Law and (12) The Law on Organization of Criminal Investigation Agency (amended); (13) Law amending and supplementing a number of articles of the Criminal Procedure Code.

- Supplement to submit to the National Assembly for consideration and approval 11 other important projects and drafts.

- Supplement to submit to the National Assembly for comments on the draft Law on Personal Data Protection, if eligible, it will be considered and approved at the 9th Session.

- Remove 03 projects: (1) Law on Water Supply and Drainage; (2) Law on Urban Development Management; (3) Law on Civil Judgment Enforcement (amended) from the 9th Session program.

- Adjust the time to submit to the National Assembly for comments at the 9th Session and approve at the 10th Session to submit to the National Assembly for consideration and approval at the 9th Session for 02 projects: (1) Law amending and supplementing a number of articles of the Law on Product and Goods Quality and (2) Law on Science, Technology and Innovation.

- Supplement to submit to the National Assembly for consideration and decision: Merger of provincial-level administrative units; Adjusting the National Land Use Plan for the period 2021 - 2030, with a vision to 2050; Investment policy for the Quy Nhon - Pleiku Expressway Construction Investment Project; Some contents on finance, state budget...
