The draft was built by the Department of Home Affairs, based on the guiding documents of the Politburo, the Secretariat and implementing the direction of the Standing Committee of the City Party Committee and Hanoi People's Committee.
Ensuring regular and continuous operation
The draft clearly states general principles and some specific principles for the arrangement of commune-level administrative units in Hanoi to ensure the implementation of the Central's direction in accordance with the reality of the Capital and bring the highest efficiency.
In which, the general principle has 7 contents such as ensuring the leadership of the Party and closely following the direction of the Politburo and the Secretariat; complying with the Constitution, procedures and order according to legal regulations.
Ensure that the new grassroots government must be close to the people, close to the people and serve the people best; promote potential, advantages and promote decentralization, delegation of power, enhance autonomy and self-responsibility of local governments.
In the immediate future, the organizational apparatus must be arranged appropriately, not exceeding the old total number of employees and have a roadmap to gradually reduce to ensure a period of 5 years.
Commune-level administrative units will implement the arrangement with adjacent locations in conjunction with development orientation requirements to support each other, and promote economic development. The process of implementing the arrangement and streamlining must ensure regular and continuous operation of agencies and organizations, without interruption, without affecting the operations of the Party, the State, people and businesses.
Cases where it is not mandatory to arrange administrative units: Administrative units with isolated locations and difficulty in organizing traffic to connect conveniently with adjacent administrative units; administrative units with especially important locations if the arrangement is carried out will affect national defense and security.
5 driving forces, 5 development axes
Regarding some specific principles of the Capital, the draft clearly states that the city will choose 5 driving forces and 5 development axes to ensure long-term sustainability.
Accordingly, Hanoi will reorganize grassroots administrative units based on general principles, but at the same time, taking into account future planning factors when implementing the planning, it is necessary to specify the planning right at the present stage (both current and future), taking into account the trend according to the development orientation planning: Two urban areas under the capital (Northern urban area and Western urban area), development orientation of tourism areas, industrial zones, space for development of each region, each locality...
At the same time, the city determined to ensure the preservation of the characteristics, characteristics and identity of localities, especially typical cultural areas (Thang Long cultural area, Doai cultural area, Kinh Bac cultural area, Son Nam Thuong cultural area...).
Ensuring the function of each locality, (such as the Ba Dinh grassroots administrative unit is the national administrative center of the country, Hoan Kiem grassroots administrative unit must preserve and promote the cultural values of 36 old streets of the ancient Thang Long city ...).
Ensure the boundaries of the administrative units at the grassroots level, determine to follow the main traffic routes, natural boundaries (such as: river mouths, waterway crossings, water convergence routes, ...), and land according to technical infrastructure planning.
Administrative units are located separately from other administrative units (with the entire administrative unit boundary crossing mountains, rivers, streams, lakes and difficulty in organizing traffic to conveniently connect with adjacent administrative units), such as Minh Chau commune, Ba Vi district.
The administrative unit is arranged and established according to the urban development orientation of the capital: "Developing the urban area of the Red River" (Chuong Duong basic administrative unit).
This is only a draft plan to be discussed at the Conference. In the coming time, based on the proposal report of the City People's Committee, the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee will agree on the policy on the views, goals, requirements, criteria and expected number of communal administrative units to arrange; direct the implementation of the process of collecting opinions of leaders of departments, agencies; Districts and towns on expected plans to arrange communal administrative units.
Based on the opinions of all levels, the City People's Committee completes the plan; organize the collection of people in accordance with the law; at the same time, carrying out the order and procedures for construction and approval of the Project on arranging the administrative unit to report to the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee, the Executive Committee of the City Party Committee; The City People's Committee submits to the City People's Council for promulgation of the Resolution to approve the policy before submitting to the Government.
