On September 28, continuing the 37th session, the National Assembly Standing Committee gave opinions on the Project to establish Hue City under the Central Government (Project).
Presenting the report, Minister of Home Affairs Pham Thi Thanh Tra stated that the establishment of Hue City under the Central Government is an important step to concretize Resolution No. 54-NQ/TW of the Politburo, clearly demonstrating the political determination of the province on the basis of the will, aspirations and high consensus of the people of Thua Thien Hue province, creating new space and development momentum for the locality, the key economic region of the Central region and the whole country.
Regarding the arrangement and establishment plan, Minister Pham Thi Thanh Tra said that the Government proposed to establish Hue City under the Central Government on the basis of the original status of 4,947.11 km2 of natural area and population of 1,236,393 people of Thua Thien Hue province.
At the same time as establishing Hue City under the Central Government, 2 districts, 1 town, 1 district and 11 wards, 1 commune, 1 town were established in Hue City on the basis of arranging and establishing related administrative units at district and commune levels.
In which, 2 districts (Phu Xuan, Thuan Hoa) were established on the basis of the existing Hue City. Phong Dien town was established on the basis of the original status of Phong Dien district.
Merge Nam Dong district with Phu Loc district to form the new Phu Loc district. Establish 11 wards, 1 town and 1 commune on the basis of arranging 21 commune-level administrative units (2 wards, 1 town, 18 communes).
As a result, Hue City under the Central Government has 4,947.11 km2 of natural area and a population of 1,236,393 people; has 9 district-level administrative units, including: 2 districts, 3 towns, 4 counties (the number of district-level administrative units remains unchanged, but there is a decrease of 1 city, 2 districts and an increase of 2 districts, 1 town).
There are 133 commune-level administrative units, including: 78 communes, 48 wards, 7 towns (8 commune-level administrative units decreased, of which 17 communes decreased and 9 wards increased); urbanization rate is 63.02% (779,207 people/1,236,393 people).
Presenting the review report on the Project, Chairman of the Law Committee Hoang Thanh Tung said that the Committee agreed in principle with the contents related to the arrangement and establishment of administrative units at district and commune levels in Thua Thien Hue province.
During the review process, the Law Committee and participating agencies found that, in addition to favorable conditions for socio-economic development, the establishment of Hue City under the Central Government and districts, towns, wards and townships will also lead to a number of difficulties and challenges for state management in the area.
That is, determining a suitable urban government organization model; transforming the social-professional structure; policies on scientific and technological innovation towards green development; improving and enhancing the quality of life of urban residents...
Therefore, it is recommended that the Government, Party Committee and authorities of Thua Thien Hue province pay special attention, carefully prepare necessary conditions, have plans and directions, and specific solutions to solve the above issues when Hue City under the Central Government is established.
After discussion, the National Assembly Standing Committee agreed to submit to the National Assembly for consideration and decision the Project to establish Hue City under the Central Government at the 8th session, opening next October.
