Mr. Lo Van Tinh (character name changed) said that on December 31, 2025, Lao Cai Provincial People's Committee issued a decision approving the list of villages and communes in ethnic minority and mountainous areas for the period 2026-2030. Accordingly, the area where he is working belongs to commune region III.
On the same day, the Standing Committee of the Commune Party Committee issued a decision to send him to university training at the Ho Chi Minh National Academy of Politics, the decision took effect from the date of signing.
According to Admission Notice No. 982-TB/HVCTQ dated December 29, 2025 of the Ho Chi Minh National Academy of Politics, the admission period is from January 5, 2026, the training period is 2-3 years, studying from Tuesday to Saturday or days of the week.
From the above reality, Mr. Tinh wondered: is his case entitled to a first-time allowance equal to 10 months of basic salary as prescribed in Decree 76 or not? At the same time, during his studies, what allowances he is entitled to?
Regarding Mr. Tinh's question, the Ministry of Home Affairs has responded on the Electronic Information Portal.
On October 8, 2019, the Government issued Decree No. 76/2019/ND-CP on policies for cadres, civil servants, public employees, laborers and salaried earners in the armed forces working in areas with particularly difficult socio-economic conditions, which stipulates the scope, subjects, areas and regimes of allowances and subsidies.
Article 6 of the Decree clearly states the initial allowance when receiving work in areas with particularly difficult socio-economic conditions.
Subjects specified in Article 2 of this Decree when receiving initial work at agencies, organizations, and units in areas with particularly difficult socio-economic conditions are entitled to allowances as follows:
1. First-time allowance equal to 10 months of basic salary at the time of receiving work in areas with particularly difficult socio-economic conditions.
2. In case families come to work in areas with particularly difficult socio-economic conditions, in addition to the initial allowance, they are also entitled to:
Train and bus fares, baggage fees for family members traveling together are calculated according to the ticket price, actual fare of public transport or paid at a fixed rate based on the actual kilometers traveled multiplied by the unit price of ordinary public transport vehicles (cars, boats, passenger cars);
12-month basic salary allowance for households.
