In the field of meritorious people, the Ministry of Home Affairs requires reviewing, arranging and reorganizing facilities for caring for and nursing meritorious people in a professional, effective manner and in accordance with the scale, subjects of care, socio-economic conditions and geographical distances of each locality.
The guidelines clearly state that centers for caring for and nursing people with revolutionary contributions must not be merged with units that do not resemble in functions and tasks.
Public service units in this field focus on performing the task of nurturing and caring for meritorious people; service activities, if any, must fully comply with the provisions of law.
Regarding financial mechanisms, centers for caring for and nursing meritorious people are identified as public service units providing basic and essential public service services. Therefore, localities need to study and determine the appropriate level of financial autonomy according to regulations.
