To ensure the cost of paying regular preferential allowances in 2025 according to the provisions of the Ordinance on Preferential Incentives for People with meritorious Services to the Revolution and Decree No. 131/2021/ND-CP dated December 31, 2021, based on the opinion of the Ministry of Finance in Official Dispatch No. 18796/BTC-KTN dated December 3, 2025, in Official Dispatch No. 11769/BNV-KHTC, the Ministry of Home Affairs provides specific instructions as follows:
First, continue to review and report on funding needs
The Ministry of Home Affairs requests the Departments of Home Affairs of provinces and cities to continue reviewing and reporting specifically on the number of beneficiaries receiving monthly allowances and other regular incentives, including: funeral fees, reception visits, holiday gifts, Tet, education - training incentives, disability assessments, etc.
At the same time, clarify the causes of lack of funding and the need for funding to be paid for each group of subjects, as requested by the Ministry of Finance.
Reports of localities must be sent to the Ministry of Home Affairs (through the Department of Planning and Finance) before December 15, 2025 for synthesis and reporting to the Ministry of Finance. In case of failure to report or in specific reporting, there will not be enough basis to consider supplementing the 2025 budget estimate according to regulations.
Second, instructions on handling outstanding funding sources in 2025
Regarding the budget for paying subsidies and preferential allowances for people with revolutionary contributions that is still lacking in 2025 when the competent authority has not supplemented the budget estimate, the Ministry of Home Affairs proposes that localities base on the regulations on temporary budget allocation in Point a, Clause 1, Article 51 of the Law on State Budget 2015 and Point a, Clause 2, Article 53 of the Law on State Budget 2025 (effective from July 1, 2025).
Accordingly, the report of the Provincial People's Committee directs specialized agencies and proposes that the State Treasury use the allocated budget estimate for 2026 to pay the remaining budget for 2025 according to regulations.
The Ministry of Home Affairs requires local Departments of Home Affairs to seriously implement, ensuring full, timely, appropriate payment, correct regimes, and correct subjects.
