General Secretary To Lam mentioned this requirement when chairing a working session on the afternoon of December 16 with representatives of central departments, ministries and branches on the implementation of policies and regimes for people with revolutionary contributions; the search, collection and identification of martyrs' remains.
General Secretary To Lam emphasized that in recent years, with the efforts of the Central Government, ministries, branches and localities, the work of meritorious people has achieved many very valuable results.
In addition to the important results, the General Secretary frankly pointed out that there are still things that need to be done soon, things that cannot be done but still have backlogs that have lasted for decades and there are some urgent requirements that require a strong, timely and more fundamental approach.
The General Secretary pointed out that the institutional and policy system is still inadequate. Some regulations have not kept up with reality in confirming meritorious people, handling records without documents, and paying benefits.
Many special groups of people such as Heroic Vietnamese Mothers, revolutionary veterans, war invalids, soldiers captured and imprisoned by the enemy... are decreasing, if they are not urgent and responsible, there will not be much time to care for them in the most complete and complete way.
The General Secretary also mentioned promoting the identification of martyrs using DNA technology, strongly taking advantage of scientific and technological achievements, shortening time, and meeting the aspirations of hundreds of thousands of families.
Absolutely do not shirk responsibility for causing delays

After listening to the report and the frank exchanges of opinions and responsibilities of representatives of departments, ministries, branches, and central agencies, concluding at the meeting, General Secretary To Lam affirmed that the policy for people with revolutionary contributions; the search, collection and identification of martyrs' remains is a particularly important political task, with profound moral, historical and humanitarian significance; a measure of the responsibility of the Party and State towards those who sacrificed for the independence and freedom of the Fatherland. This is also the task of implementing the Party's resolution.
Regarding assigning a number of specific tasks, the General Secretary assigned: The Government Party Committee directs the urgent review, amendment and supplementation of policies and laws on meritorious people; complete the basic handling of backlogs in meritorious people policies in 2026; speed up the progress of DNA appraisal, immediately remove bottlenecks in mechanisms, funding and technology; coordinate with the National Assembly Party Committee to direct the review and completion of relevant legal regulations, ensure timely institutionalization of the Party's policies; balance resources to ensure effective and timely implementation of policies and projects; study and have policies for demobilization soldiers, youth who have completed their military service, militia and self-defense forces; review policies on emulation and reward.
The Central Military Commission shall preside over and coordinate with relevant agencies to develop a Project, speed up the clearance of bombs and mines, search for and collect the remains of martyrs, especially in key areas.
The Central Public Security Party Committee presides over the development and operation of the Vietnamese relatives' bank for unidentified martyrs; coordinates the development of a project to upgrade DNA assessment technology in a modern and autonomous direction, speed up the progress of DNA collection, analysis, and comparison; strengthen international cooperation, hire foreign units to assess when necessary.
The Ministry of Home Affairs shall preside over and coordinate with the Ministry of National Defense, the Ministry of Public Security and localities to inventory all preserved artifacts and relics.
The General Secretary suggested that local Party committees and authorities lead and direct the review of facilities for caring for and nursing meritorious people to invest, upgrade, improve management capacity, effectively implement policies for caring for, caring for, and supporting meritorious people with the revolution; restore and embellish cemeteries and works commemorating martyrs to become red addresses for educating revolutionary traditions; it is necessary to identify the work of meritorious people as a regular, informal, not avoidable, not pushed back.
