The Ministry of Home Affairs has just issued a document guiding localities to reorganize and reorganize public service units under the Home Affairs sector and field in the process of implementing the 2-level local government organization model.
The Ministry of Home Affairs clearly stated that the arrangement and reorganization of public service units must be based on the functions and tasks of each unit, the characteristics of management by sector, field and the requirements of decentralization and delegation of power in the 2-level government model. This process needs to ensure inheritance and promote the results of operations of the units in the past time.
The arrangement must not affect the quality and efficiency of public service provision, especially essential services directly linked to the needs of people and organizations. Localities must proactively assess the impact, avoid interruptions or reductions in service quality after the arrangement.
For the field of archiving, the Ministry of Home Affairs orients each province and centrally run city to have a historical archiving center under the Department of Home Affairs. This center performs the function of storing Permanent archival documents received from agencies, organizations and other archival documents according to the provisions of the Law on Archives and relevant laws.
The arrangement of public service units in the archival sector must ensure that functions and tasks do not overlap with other units in the Home Affairs sector.
Regarding financial mechanisms, historical archiving centers are identified as public service units serving state management, providing basic and essential public service services. On that basis, localities study plans to classify the level of financial autonomy in accordance with current regulations.
Regarding employment service centers, the Ministry of Home Affairs guides each province and city to have an employment service center under the Department of Home Affairs. This is a public service unit with the function of providing public career services on employment for organizations and individuals in the area.
Employment service centers provide types of services on the list guaranteed by the State for all costs or partially supported by costs. Therefore, localities are required to develop a plan to classify the level of financial autonomy for these centers according to the regulations on the autonomy mechanism of public service units.
In the field of meritorious people, the Ministry of Home Affairs requires reviewing, arranging and reorganizing facilities for caring for and nursing meritorious people in a professional, effective manner and in accordance with the scale, subjects of care, socio-economic conditions and geographical distances of each locality.
The Ministry of Home Affairs recommends that localities proactively develop and organize the implementation of plans to rearrange and reorganize public service units under their management, ensuring consistency with the implementation of the two-level local government model. The arrangement must promptly meet the requirements for providing public career services in the area.
During the implementation process, if difficulties and problems arise, localities are requested to promptly report to the Ministry of Home Affairs for consideration, guidance and resolution according to their authority.
