The bonus level for households and fish receiving the Certificate of Merit from the Chairman of the Commune People's Committee is stipulated in Decree No. 152/2025.

The Ministry of Home Affairs said that in the field of Home Affairs, in Decree No. 152/2025, there are 16 tasks that are delegated and decentralized, of which 8 tasks are delegated from the Government to the Prime Minister; 8 tasks are delegated from the Government to ministries, departments, branches and provinces.

Decree No. 152/2025 does not stipulate decentralization, delegation of authority, and division of authority to local authorities at the commune level in the above field.

In the field of emulation and reward, Decree No. 152/2025 (effective from July 1) stipulates that households are awarded forms of reward such as receiving certificates, frames and bonus levels equal to 1.5 times the bonus level corresponding to the forms of reward for individuals.

In addition, individuals who are awarded a Certificate of Merit by the Chairman of the Commune People's Committee are awarded a Certificate, a framework and a bonus of 0.3 times the basic salary.

Currently, the basic salary according to Decree 73/2024/ND-CP is 2.34 million VND/month.

Accordingly, individuals who receive a Certificate of Merit from the Chairman of the Commune People's Committee will receive a bonus of VND 702,000.

The household that receives a Certificate of Merit from the Chairman of the Commune People's Committee will receive a bonus of VND 1.053 million.

Regarding the level of bonuses for medals of all kinds, the decree stipulates that individuals are awarded or posthumously awarded medals of all kinds with certificates, frames, and medals together with the bonus level.

The "Golden Star Medal" will receive 46 times the basic salary; the "Ho Chi Minh Medal" is 30.5 times the basic salary; the First Class "Independence Medal", the First Class "Military Medal" is 15 times the basic salary.

The Second-class "Independence Medal" and the Second-class "Military Medal" will receive bonuses corresponding to 12.5 times the basic salary; the Third-class "Independence Medal" and the Third-class "Military Medal" are 10.5 times the basic salary.

The First Class "Location Medal", First Class "March Medal", First Class "Fatherland Protection Medal" will receive bonuses corresponding to 9 times the basic salary; Second Class "Location Medal", Second Class "March Medal", Second Class "Fatherland Protection Medal", and National Great Unity Medal will receive 7.5 times the basic salary.

The Third Class "Location Medal", Third Class "Award Medal", Third Class "Fatherland Protection Medal" and "Brave Medal" will receive bonuses of 4.5 times the basic salary.

Collectives awarded Medals of all types are awarded with certificates, frames, and medals with a bonus level twice the bonus level in exchange for individuals as prescribed.
