The Ministry of Defense has just issued Circular No. 25/2025/TT-BQP guiding the implementation of a number of articles of Decree No. 21/2009/ND-CP of February 23, 2009 of the Government detailing and guiding the implementation of a number of articles of the Vietnam People's Army Officer on the regime and policies for officers to stop serving in the army; Officers in the five sacrifices and died; The officer in the army moved to professional military personnel or defense officials, amended and supplemented a number of articles in Decree No. 52/2025/ND-CP of 1.3.2025 of the Government.
This Circular guides policies for officers who cease to serve in the army; officers in the army who died or passed away; officers in the army who are transferred to professional soldiers or defense civil servants; converting the time to receive one-time allowances according to the provisions of Decree No. 21/2009/ND-CP, amending and supplementing a number of articles in Decree No. 52/2025/ND-CP.
Subjects of application for officers who cease to serve in the army; officers in the army who died or passed away; officers in the army who are transferred to professional soldiers or defense civil servants; relevant agencies, units, organizations and individuals.
Notably, Article 5 of the Circular mentioned the regimes and policies for officers transferred from another profession.
Officers who transfer to work at agencies and units receiving salaries from the State budget are entitled to the regimes and policies prescribed in Clause 1, Article 3 of Decree No. 21/2009/ND-CP, amended and supplemented at Point a, Point b, Point c, Point d, Clause 2, Article 1 of Decree No. 52/2025/ND-CP.
In which, the cases exempted from entrance exams and granted bus fares are as follows:
Exemption from entrance exams
Officers who are former cadres, civil servants, and public employees in State agencies and units transferred to agencies and units where they have worked before military service;
Officers who change jobs according to the requirements of agencies and units receiving salaries from the State budget are arranged for jobs in the right professional and training profession.
Receive train and bus fares
Officers who change jobs are provided with train and bus fares (normal type) from the unit to the new agency.
