The Ministry of Home Affairs has issued guidance to resolve a number of difficulties and problems in implementing the 2-level local government organization model, including the content on the organization and operation of villages and residential groups.
The Ministry of Home Affairs said that the contents related to Village Heads and Heads of Residential Groups are stipulated in the Law on Grassroots Democracy and Decree No. 59/2023/ND-CP dated August 14, 2023 of the Government detailing a number of articles of the Law on Grassroots Democracy.
Section 3 of Decree 59/2023 stipulates that Village Heads and Heads of Residential Groups announce the convocation of regular conferences of villages and residential groups.
The notice of summons clearly states the time, location, content of the organization of periodic conferences of villages and residential groups; the composition of the summons to attend the conference.
The participants in the regular conference are representatives of households in the village and residential groups. The village head and the head of the residential group decide to invite representatives of the commune-level People's Committee and representatives of relevant agencies and organizations to attend the conference.
The summons must be sent directly to households no later than 5 days before the conference date in writing or through the village or residential group's communication system, through a legitimate social network application established by law by the village or residential group.
If necessary, the Village Head and the Head of the Residential Group shall directly notify the household.
Regarding the arrangement of holding regular conferences, the Village Head and the Head of the Residential Group announced the reasons, introduced delegates and conference content, and introduced the conference secretary.
The conference secretary is responsible for making a record at the conference.
Village heads and heads of residential groups presented reports on the situation of villages and residential groups, the results of implementation of the contents were discussed and decided by the community.
Representatives of the Front Working Committee in villages and residential groups presented reports and provided information on the situation and results of implementing democracy in villages and residential groups and at the commune level.
Members of the People's Inspectorate elected in villages and residential groups presented reports on the implementation of inspection, supervision, review and verification tasks according to the recommendations of local people.
Representatives of households discussed, participated in giving opinions, proposals and recommendations. Information, exchange, absorb and explain opinions, proposals and recommendations of the community on matters under their authority.
The conference will also review the contents presented at the conference; Commend individuals and households with achievements in implementing community activities; Conclusion of the conference.
After the conference, the Village Head and the Head of the Residential Group are responsible for reporting in writing the conference results to the People's Committees at the commune level and the Vietnam Fatherland Front Committee at the commune level.
