The Government has just issued Report No. 867/BC-CP to the National Assembly and National Assembly deputies on the results of implementing the National Assembly's resolutions on questioning activities in the field of internal affairs.
One of the important tasks stated in the report is to overcome the situation of civil servants and public employees who are capable of quitting or quitting their jobs.
The Government stated that according to reports from ministries, branches and localities, from January 1, 2020 to June 30, 2022, the number of cadres, civil servants and public employees who quit or quit their jobs was 39,552 people, equal to 1.94% of the total number of positions assigned.
Of which, in ministries and branches, there are 7,102 people, accounting for 17.96%; in localities, there are 32,450 people, accounting for 82.04%.
At the time the National Assembly issued Resolution No. 75/2022/QH15, the situation of civil servants and public employees who are capable of quitting or quitting their jobs was a "hot" issue.
To overcome the above situation and improve the quality and efficiency of the activities of cadres, civil servants and public employees, the Government has directed the Ministry of Home Affairs to promptly issue Official Letter No. 4536/BNV-TCBC dated September 14, 2022 to ministries, branches and localities requesting the synchronous implementation of a number of tasks and solutions.
In particular, paying attention to building a team of cadres, civil servants, and public employees, promptly grasping the thoughts and aspirations, especially the team of cadres, civil servants, and public employees at the grassroots level; improving the working environment in a professional, modern, and competitive direction.
The Ministry of Industry and Trade Management advises and completes regulations on socialization, economic - technical norms, cost norms as a basis for issuing unit prices, public service prices using the state budget... as a basis for ministries, branches and localities to approve autonomy plans of public service units.
There are timely support policies for cadres, civil servants and public employees in difficult economic circumstances; building a team of capable and prestigious leaders and managers; innovating the arrangement and use of cadres, civil servants and public employees to create opportunities and development conditions, especially young cadres.
According to reports from ministries, branches and localities, although the situation of civil servants and public employees quitting their jobs still occurs, in the later stages (from 2023 to present), there has been a sharp decrease compared to the previous period.
This signal shows that salary policies; encouraging and protecting dynamic and creative cadres, daring to think, daring to do, daring to take responsibility for the common good; innovating the management and use of civil servants and public employees and solutions to care for, improve the working environment, encourage, motivate... from state agencies have brought positive results.

Regarding the solution, the Government said it will continue to direct the Ministry of Home Affairs to proactively research and advise competent authorities to accelerate the salary reform roadmap and move towards paying salaries according to job positions associated with product assessment results.
This is to motivate the team of civil servants and public employees and restructure and improve the quality of the team of cadres, civil servants and public employees according to job positions.
Review the system of policy institutions, adjust, supplement, and further innovate the work of recruitment, use, management, training, fostering, planning and arranging cadres, civil servants, and public employees to ensure objectivity, fairness, democracy, publicity, transparency, and efficiency; perfect mechanisms and policies to attract and promote talent.
Continue to reform the organizational apparatus, streamline the payroll to restructure according to job positions, improve the quality of salary, bonus and welfare policies for cadres, civil servants and public employees.
