Chief Justice of the Supreme People's Procuracy Nguyen Huy Tien said the above when presenting the Summary Report of the work of the Chief Justice of the Supreme People's Procuracy at the 8th Session of the 15th National Assembly on the morning of November 26.
According to the Chief Prosecutor, in 2024, the prosecution sector exercised the right to prosecute and investigate 142,946 cases/231,614 defendants (an increase of 6.3% in the number of cases and 10.7% in the number of defendants); prosecuted 100% of criminal cases from the time of initiation; issued 102,584 investigation requests (an increase of 3.5%). Disapproved 521 orders and decisions to apply preventive measures; decided to cancel 494 decisions to temporarily detain; canceled 24 decisions to temporarily suspend or suspend cases and requested the Investigation Agency to handle them in accordance with the provisions of law. The number of cases prosecuted on time reached 100% (exceeding 10%) and the number of defendants prosecuted for the correct crime reached 99.9% (exceeding 4.9%).
The work of the Supreme People's Procuracy's Investigation Agency continued to achieve and exceed the National Assembly's targets: The rate of investigation and discovery of crimes against judicial activities and corruption in judicial activities reached 92.4% (exceeding 22.4%); the rate of investigation and discovery of very serious and especially serious crimes reached 100% (exceeding 10%); the rate of asset recovery in corruption cases reached 89.2% (up 4.5% and exceeding 29.2%).
The Supreme People's Procuracy has strengthened coordination with the Ministry of Public Security and the Supreme People's Court to accelerate the investigation, prosecution and strict trial of many major corruption and economic cases, cases under the supervision and direction of the Central Steering Committee on Anti-Corruption and Negative Practices. During the investigation, prosecution and trial, measures have been taken to recover more than VND 26,215 billion.
The National Assembly is requested to pay attention to requesting the Central Committee and the Politburo to have a policy of rotating, seconding, and training strategic-level cadres for the People's Procuracy sector and directing the implementation of the structure of the Chief Prosecutor of the People's Procuracy at all levels participating in local Party committees, in accordance with the spirit of Resolution No. 49-NQ/TW and Conclusion No. 35-KL/TW dated May 5, 2022 of the Politburo.
According to the Director, currently, the crime situation is complicated, the number of cases, crimes and law violations has increased rapidly compared to before with many new crimes of a more complicated nature.
In addition, the People's Procuracy sector has implemented many new tasks according to the provisions of the law, the workload has increased significantly; along with that, the requirements for law and discipline are increasingly high, so the sector has to face many pressures in the situation of lack of staff, lack of judicial titles (prosecutors at all levels) which are mandatory titles to perform the tasks.
Therefore, the Chief Justice proposed that the Standing Committee of the National Assembly assign additional positions of prosecutors to various ranks to facilitate leadership, direction and guidance of primary prosecutors in performing their duties within the assigned staffing quota.
In addition, the Supreme People's Procuracy requested the National Assembly and the Government to pay attention to directing relevant agencies to coordinate with the Supreme People's Procuracy to report on additional medium-term public investment capital for the 2021-2025 period to promptly overcome urgent difficulties in working offices; develop regular expenditure norms and medium-term public investment plans for the 2026-2030 period in the direction of increasing public investment capital, increasing regular expenditure norms (in a separate group) and increasing investment in equipment, working facilities, maintenance, repair, upgrading, and expansion of the working office system to solve difficulties and ensure funding sources for special operating expenses of the People's Procuracy.
