Consolidating the strategic vision for the 14th Congress
In the report on the work of the 2021-2026 term, Politburo Member, President Luong Cuong emphasized that under the leadership of the Party, promoting the achievements of 40 years of Doi Moi, the entire Party, the entire people, and the entire army joined hands and unanimously implemented the Resolution of the 14th Party Congress with the highest determination and effort, striving to successfully complete 2 100-year goals. In which, by 2030 - the 100th anniversary of the Party's founding, our country will have modern industry, high average income; by 2045 - the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, becoming a developed and high-income country.
Directing to focus on deeply and comprehensively expressing the Party's innovative and breakthrough thinking, as a solid basis for orienting the rapid and sustainable development of the country in the new period; effectively implementing the Resolution of the 14th Party Congress, the guidelines and policies of the Party and State, and the Resolutions of the 16th National Assembly.
Promoting foreign affairs activities and deep and comprehensive international integration, considering this a key and regular task; consolidating and enhancing Vietnam's position and prestige in the international arena; raising and promoting the role of Party foreign affairs, State diplomacy and People's foreign affairs in the new situation; effectively implementing the motto "combining national strength with the strength of the times", making important contributions and creating momentum for the country's breakthrough development.
Building and perfecting the legal system in all fields, promptly removing difficulties and obstacles, arousing and promoting all potentials and resources, creating new momentum for the rapid and sustainable development of the country; promoting judicial reform, building a professional, modern, fair, and incorruptible judiciary, serving the Fatherland and serving the people; paying attention to consolidating and promoting the strength of the great national unity bloc, consolidating people's trust in the leadership of the Party and State.
Looking back at 40 years of Doi Moi, many opinions have pointed out that the world and regional context is entering a period of rapid and unprecedented complexity. Digital transformation, artificial intelligence, network security, climate change, strategic competition between major countries, traditional and non-traditional security groups... all are reshaping the power structure and international order.
Entering a new stage of development, our country is facing both great opportunities and great challenges. This requires a strategic vision that is accurately predicted, clear guiding viewpoints and a strong enough system of solutions.
These are opportunities and challenges for the new era of national development, in which special emphasis is placed on the requirement to strengthen strategic autonomy, innovation, promote internal strength and effectively utilize international resources. The green economy model, circular economy, digital economy and international integration are topics proposed for further analysis.
Regarding the guiding viewpoint - the thinking foundation of the development guidelines, the requirement is to clarify the relationship between development platforms; considering innovating the growth model, developing a green economy, digital economy, and circular economy as an inevitable direction.
Politburo member, Prime Minister Pham Minh Chinh repeatedly emphasized taking people as the center, as subjects, as goals, as resources and as driving forces for development. Not sacrificing fairness, social progress; not sacrificing social security to chase after pure growth; not sacrificing the environment to chase after pure growth. That is the consistent view of Vietnam.

The draft political report at the 14th Party Congress emphasized the task: "Promoting the synthesis of practice, theoretical research on socialism, on the model of socialism and the path to socialism in Vietnam; continuing to improve the theoretical system on the path of renovation".
Entering a new stage of development, continuing to improve and develop the theory of innovation is not only an objective requirement, but also a condition to ensure the sustainable development of the country.
For the National Assembly, the task is very important, especially the task of perfecting the institution with the requirement "Turning institutional reform into a competitive advantage, into a driving force for development". Politburo member, National Assembly Chairman Tran Thanh Man emphasized the need to continue to innovate thinking, and effectively perform the 3 most important functions: legislative, supreme supervision, and deciding on important issues of the country.
In which, legislative activities need to be identified as "breakthrough of breakthrough", must go ahead, pave the way, lead the country's development, encourage creativity, release all labor, unlock all resources for development; ensure healthy competition, improve integration capacity. Self-renovation, self-examination, self-correction, self-improvement
Dr. Bui Ngoc Thanh - former Chairman of the National Assembly Office - said that summarizing nearly 40 years of implementing the renovation process, our Party has drawn many important lessons, including the basic content of the renovation policy; the ideology guiding the renovation process is to take economic development as the center; Party building is key; cultural and human development is the spiritual foundation; ensuring national defense and security is essential, regular and the principles of the renovation policy.
Doi Moi is a process and does not stop at any point in the revolutionary process. Therefore, adding "theory about the Doi Moi line" to the Party's ideological foundation is correct, necessary and objective. This is a new and important development in the Party's theoretical thinking after revolutionary periods of creatively applying Marxism-Leninism and comprehensively implementing Ho Chi Minh's ideology.
Dr. Bui Ngoc Thanh also emphasized that people doing personnel work (especially heads) must have knowledge of organizational structure and personnel; working in which field, they must know the expertise and nghiep vu of that field.
