Switching from management thinking to development management thinking
At a working session with the education and training sector (GDĐT) on the preparation for the opening of the new school year 2026-2027 and the results of implementing Resolution 71-NQ/TW of the Politburo on breakthroughs in GDĐT development on June 15, General Secretary, President To Lam pointed out that GDĐT innovation must be placed in the overall requirements of rapid, sustainable, self-reliant, and self-strengthening national development in the new era; strongly shifting from the thinking of "education management" to "education development management", education must go one step ahead in preparing high-quality human resources, skilled vocational human resources, scientific and technological human resources, innovation, digital transformation, artificial intelligence and strategic industries of the country.
The spirit of innovation, shifting from management to governance continues to be emphasized by General Secretary and President To Lam at a meeting with generations of leaders, commanders, veteran officials, and comrades representing wounded soldiers in the People's Police force on July 18. General Secretary and President clearly stated the requirement to promote the core role in contributing to building a modern social governance, strongly shifting from "social management" to "management and social construction", taking data as the foundation, digital technology as the tool, and people as the center.
In particular, at the 3rd Plenum of the 14th Central Committee just held (from July 20-24), General Secretary and President To Lam gave many innovation orientations from the leadership and ruling methods and the quality of operation of the Party and the State apparatus; Unified management of development space, promoting the effectiveness of national resources; Establishing a development model based on productivity, knowledge, technology and people; Proactively preventing, improving resilience, adaptability and firmly protecting the country.
This shows that "transition from management to governance" is no longer a requirement for innovation in each individual field but has become a consistent mindset, shaping the leadership model, national governance and national development in the new era. That is the transition from "management" to "management", from function-based administration to development creation, taking efficiency in serving the people and the development of the country as a measure.
The value and vitality of policy decisions must be measured by practical results.
Speaking at the closing of the 3rd Plenum of the 14th Central Committee on July 24, General Secretary and President To Lam affirmed that the conference put 13 contents in a unified whole between construction, development and protection, in the short and long term, political goals and conditions for implementation. New points are shown in each policy and in leadership methods: Looking straight at the root causes, organizing resources according to common goals, linking decisions with implementation and placing the long-term interests of the country and the people's lives at the highest position.
General Secretary and President emphasized that the value and vitality of policies must be measured by practical results: bottlenecks are removed, new capacity is created, the apparatus operates smoothly, resources are unlocked, productivity and competitiveness are improved, the country is safer, and the people benefit more practically.
Assoc. Prof. Dr. Bui Hoai Son - National Assembly Deputy (NA Deputy) specializing in the Culture and Social Affairs Committee of the National Assembly - said that this is a clear manifestation of the transition from management thinking to development management thinking. According to Assoc. Prof. Dr. Bui Hoai Son, management often pays much attention to whether the process is complied with or not, then development management also focuses on the final result, what value policies create, how people benefit and how society changes after each policy decision.
When the actual results and enjoyment of the People become a measure, the responsibility of the contingent of cadres will also have to be clearer. The head cannot only fulfill responsibility by issuing plans or assigning tasks. Responsibility must go to the end with results. That also requires a new culture of action: Dare to think, dare to do, dare to take responsibility but at the same time must do right, do effectively and for the common good" - Assoc.
