Bringing Resolution No. 3 of the Central Committee into life, turning determination into results

On the morning of July 29, in Hanoi, the Secretariat organized a national conference to study, study, thoroughly grasp and implement the Resolution of the 3rd Conference of the 14th Central Committee of the Party. Lao Dong Newspaper respectfully publishes the full text of the speech of General Secretary and President To Lam at the conference (title set by Lao Dong Newspaper).

Dear leaders and former leaders of the Party, State, and Vietnam Fatherland Front,

Dear comrades leaders of central committees, ministries, branches, provincial and city Party committees, Party committees directly under the Central Government, localities, and Party organizations throughout the political system.

Dear comrades, officials, party members and compatriots nationwide,

Today, the Politburo and the Secretariat organized a national conference to study, study, thoroughly grasp and implement the Resolutions, Conclusions, and Regulations of the 3rd Conference of the 14th Party Central Committee. Through the topics, we have clarified the core content, new points and implementation requirements. I highly appreciate the seriousness and responsibility of the comrades.

The 3rd Central Committee Conference highly unanimously agreed on many contents, decided on many major policies on building the Party, the political system, developing and protecting the country. This is an important step to concretize the Resolution of the 14th Party Congress, linking the tasks of 2026 with the goals of the entire term, to 2030, 2045. The decisions are also aimed at improving the leadership and ruling capacity of the Party, the ability to manage, develop, and protect the country; making the apparatus of the political system operate more effectively, resources are unlocked, people's lives are improved, and the country is developed.

We have unified the awareness: deployment must be clear work, clear people, clear deadlines, clear effectiveness, clear responsibility. Implementation quality is a measure of leadership capacity, power and operational efficiency of the system; awareness must be transformed into action, determination into results.

In that spirit, I propose that the entire Party and the entire political system focus on thoroughly grasping and organizing the good implementation of 5 issues.

First, unify awareness, firmly grasp the guiding ideology, new points and organic relationships between policies and strategic shifts of the Central Government; understand correctly to act unifiedly.

What needs to be deeply understood is that the Central Government's policies are an interconnected system, linked together towards synchronous innovation in leadership, governance, development and protection of the country. Party building, organizational structure and staff must help improve leadership, ruling capacity and operational quality; development space and national resources must be managed uniformly and used effectively; development models must be based on productivity, knowledge, technology, innovation and people, must closely follow Vietnamese practices; national defense, security, foreign affairs, and environment must proactively prevent, improve resilience, adaptability and firmly protect the country. Those tasks are an organic entity; whichever stage is slow or weak, it will affect the overall results.

In Party building, it is necessary to combine "building" and "countering", between strict discipline and encouraging innovation. Implementing the Party Charter must absolutely comply with the Charter, in accordance with authority; new issues that need to be piloted must be clear in scope, time limit, responsibility and summarized. Regulations on what party members are not allowed to do help identify and prevent violations, for cadres and party members to self-examine and self-correct; and at the same time protect the spirit of daring to think, daring to do, and daring to take responsibility for the common good.

In space management and development resources, it is necessary to overcome the division according to boundaries, sectors, fields, and terms; placing each locality and each resource in the overall regional linkage and national interests. Completing land law must maintain the principle of all-people ownership, land is a special resource of the nation, a space for survival and development. Land management and use must ensure the common interests of the whole people, contributing to improving people's lives, strengthening people's trust in the Party and the State. The State does not reconsider the legitimate land use rights according to land policies and laws through periods. The State ensures the improvement of housing and livelihoods for people whose land is recovered.

Developing the marine economy must be associated with protecting the ecosystem, improving people's lives, maintaining sovereignty and developing the country. The marine economy is only one component in the goal of building a strong marine nation. We must actively prepare the conditions for Vietnam to become a rich country from the sea by 2045, develop sustainably from the sea, have modern marine governance, and have advanced marine technology.

Innovating the development model is not only adjusting growth, but also innovating the way of creating, allocating and enjoying development achievements; taking the People and people as the center, subject, goal, and driving force. Science, technology, data, innovation and high-quality human resources must become the main driving force. Growth must be created from each industry, area, enterprise, business household, and employee; so that all subjects have more opportunities to contribute and enjoy.

In protecting the country and sustainable development, it is necessary to thoroughly grasp the unified relationship between security and development. Development must create more potential and resilience; ensuring security must maintain a stable environment for development. It is necessary to shift from a state of focusing on responding and overcoming consequences to proactively identifying, forecasting, preventing, and adapting; firmly protecting the Party, State, People, regime, independence, sovereignty, and territorial integrity; and at the same time ensuring human security, data, energy, water resources, and key infrastructure. Do not trade the environment for immediate growth.

Second, urgently concretize and synchronize policy decisions into practical action programs and plans, with focus and key points, clear priorities and interconnected between tasks.

The Resolution must go hand in hand with the action program. The action program must carry the breath, rhythm of life, and characteristics of each Ministry, Sector, Locality, and grassroots level to be effective in implementation. Each program must clearly state the goals, tasks, lead agencies, coordination, authority, resources, progress, products, evaluation data and responsible persons. Do not administrativize implementation; do not take the number of plans and conferences as the result.

Immediately after today's Conference, Party committees, agencies, and localities must review the program for implementing the Resolution of the 14th Party Congress, Party Resolutions and Documents of the 3rd Central Conference. Tasks and objectives, subjects, and areas must be integrated; overlapping content must be handled; resources must be coordinated according to common goals. Do not let many focal points work together but no agency is responsible to the end.

It is necessary to clearly classify tasks. Things that have clear guidelines, sufficient grounds and conditions must be implemented immediately. Things that need to be institutionalized must identify agencies, deadlines, and specific products. New, difficult, and unprecedented tasks must clarify the principles, authority, scope of piloting, resources, and control mechanisms. Do not use the reason of no precedent to delay; nor be hasty or subjective.

Institutionalization must be timely, synchronous, and turn the Party's policy into clear and feasible regulations. Any level with authority must proactively resolve; issues beyond authority must be reported immediately and proposed handling plans. Not only transfer documents to higher levels and wait; do not leave legal loopholes, uncoordinated guidance slows down work, and incurs additional procedures and costs for people and businesses.

Regarding the 2-level local government system, the Central Government does not raise the issue of arranging and adjusting the administrative boundaries of communes, because basically the entire system is operating stably and effectively. Provinces and cities that see a real need to adjust, based on the Party's guidelines, the State's laws, planning, management practices and the legitimate aspirations of the people, propose to competent authorities to decide. The proposed plan to adjust administrative boundaries must be scientific, cautious, feasible, create consensus, serve the socio-economic development goals of the locality and serve the people better. Resolutely eliminate the ideology of "pleasing officials, suffering the people". The Standing Committee and the Executive Committee of the Provincial and City Party Committees must be responsible for that proposal.

The progress of implementing the Resolution must be designed in each task. In the last 6 months of 2026, it is necessary to ensure smooth operation of the apparatus, handle urgent bottlenecks, and strive to achieve the highest socio-economic goals. In the XIV term, it is necessary to fundamentally institutionalize policies, improve decentralization and delegation of power, and create a foundation for new development models. Towards 2030 and 2045, it is necessary to improve the country's autonomy, competitiveness, adaptability and resilience.

Third, improve the capacity to organize implementation, ensuring sufficient conditions for implementation so that the political system operates smoothly and interacts effectively.

After a year of operating the overall organizational model of the political system and local government at 2 levels, the apparatus operates stably, smoothly, and effectively, but the quality is not uniform, especially at the grassroots level. The current goal is to continue to improve leadership and management capacity, serving the People. It is necessary to continue to improve functions, authority, and implementation capacity. It is necessary to shift more strongly and quickly from management to service and creation; from distributed processing to integrated data management; from waiting for guidance to proactively resolving and taking responsibility.

Implementation organization must be placed under the unified leadership of the Party, promoting the correct functions and powers of each agency. The Politburo and the Secretariat lead, direct, and inspect; the National Assembly and People's Councils at all levels institutionalize, decide, and supervise; the Government, ministries, branches, and localities allocate resources and organize implementation; the Fatherland Front and mass organizations propagate, mobilize, supervise, and conduct social criticism. It is necessary to ensure the intercommunication between leadership, institutionalization, implementation, and supervision; not to replace each other's functions.

The Central Government focuses on strategies, institutions, common platforms, large resources and inspection. The provincial level concretizes policies, organizes development space, coordinates resources, and ensures conditions for commune levels to operate smoothly. The commune level is the leading line of public governance, directly solving all needs and tasks of people and businesses; must have sufficient capacity to manage development. Must mature through organizing the implementation of work.

The Central Government delegates authority to localities. Provincial levels decentralize tasks that communes can perform. Communes must strive to undertake assigned tasks, not pushing them above their responsibilities. When communes lack conditions for implementation, provincial levels must proactively remove obstacles, if the content of work exceeds their authority, report to the Central Government for consideration. Each task must have a focal point responsible, with a clear coordination mechanism that there is a common data source and the results must be measurable.

Decentralization and delegation of power must be synchronized with human resources, finance, data, technology and power control. Data must be accurate, sufficient, clean, alive, unified, and shared according to authority; stop people having to provide state information that is already in the system. The information system must serve operation, warning, supervision, and assignment of responsibilities; do not create additional procedures, software, or formal reports.

Fourth, continue to build a contingent of cadres with sufficient qualities, capacity, prestige, on par with the tasks; promote the responsibility of setting an example and the decisive role of the head.

Officials are the decisive factor in the quality of organizational implementation. Resolutions are correct, resources are sufficient, but officials lack capacity, lack responsibility, and do not dare to do work, so work is still stagnant. Official evaluation must be democratic, public, impartial, and objective; associated with job positions, products, progress, efficiency, prestige in the Party, and trust in the People; taking the results of resolution implementation as a basis.

Party committees and localities must arrange cadres with the right capacity and expertise, especially at the commune level and positions directly implementing policies; train according to job positions. Promptly replace and dismiss weak, evasive, and pushing cadres; value and protect cadres who are honest, creative, and dare to take responsibility for the common good. It is necessary to clearly distinguish between cadres who dare to innovate and those who take advantage of pilot programs, specific policies or cadre protection mechanisms for personal gain, legalization, and covering up violations.

The head must directly direct major and difficult tasks, prolonged bottlenecks; check progress, listen to grassroots levels, businesses, and people; decide according to authority, take responsibility to the end. Not only assign tasks and wait for reports; not accept achievements but push responsibility when delayed. The leader must be deeply involved in reality, understand the area and field in charge, promptly identify and solve problems.

Each cadre and party member must strictly comply with the Party's regulations and the State's laws; regularly self-examine, self-correct, and set an example with specific results. Strict discipline is not to make cadres afraid of responsibility, but to let each person know the limits, be in the right role, be in the right authority, and feel secure in innovating and contributing.

Fifth, establish strict enforcement discipline; strengthen inspection, supervision, information, propaganda and evaluation by data, products, and actual results; take the benefits and satisfaction of the People as the ultimate measure.

Inspection and supervision must be carried out from the beginning, throughout the implementation process, focusing on areas at risk of slow progress, stages prone to group interests, corruption, wastefulness, negativity and issues of concern to the people. Monitoring and warning early, removing them in a timely manner; not waiting until the task is slow, resources are wasted or consequences arise to inspect and handle.

It is necessary to clarify to what extent the policy has been institutionalized, how well the apparatus operates? What bottlenecks have been removed? What resources have been unlocked? What benefits do people and businesses receive? A task is only completed when there are operating products, verified data and actual efficiency. The results must be the basis for evaluating officials; praising good places, protecting those who dare to innovate; strictly handling manifestations of avoidance, shirking, formalism, and profiteering.

It is necessary to regularly listen to the people, businesses, intellectuals, experts, and grassroots officials; consider practical feedback as a channel to verify policies. When problems arise on a large scale, it is necessary to simultaneously consider the implementation responsibility and inadequacies of the mechanism; do not attribute all limitations to the grassroots level, nor use policies to justify weaknesses. Through inspection, difficulties must be removed, working methods adjusted, practical summaries summarized, and institutions improved.

Information and propaganda work must be identified in each action program; ensuring timeliness, accuracy, ease of understanding, and persuasiveness; clarifying goals, benefits, roadmaps, and responsibilities so that the people understand correctly, trust, and accompany. It is necessary to proactively fight against false and distorted information; and at the same time listen to grounded criticisms. Social consensus is first of all created by sound policies, implemented fairly, publicly, and the results are felt by the people.

In all action programs, people must be placed in the center, subject, goal and driving force. Economic efficiency must be consistent with social efficiency; growth goes hand in hand with progress, fairness, culture, environment, national defense, and security. Do not trade long-term interests for immediate achievements; do not let vulnerable people bear unreasonable costs. The value of the resolution must be reflected in the quality of life, development opportunities, safety, trust and happiness of the people.

Today's conference opens the stage of organization and implementation with higher requirements on responsibility, discipline and efficiency. Issues that the Central Government has decided must be immediately converted into programs, tasks, products, and specific results. Therefore, I propose that Party committees, Party organizations, agencies, localities and heads immediately start working; identify the right focus, clear focal points, clear responsibilities, clear progress, and ensure full conditions for implementation. Work results must be verified by actual changes, service efficiency, and the satisfaction of the people.

Each level, each sector, each cadre and party member must turn awareness into action, determination into product. With the unified leadership of the Party, synchronous actions of the entire political system and the consensus of the people, we will definitely bring the documents of the 3rd Central Conference into life, contributing to the successful implementation of the Resolution of the 14th Party Congress.
