On the afternoon of November 8, the National Assembly discussed in groups the investment policy for the national target program on drug prevention and control until 2030.

Delegate Nguyen Anh Tri (Hanoi Delegation) said that this program needs to focus on drug prevention rather than drug control. Drug prevention is very important, necessary and effective.

According to the delegate, there are currently many different methods of selling, circulating, and distributing drugs. The main and most direct method is online. This method is increasingly complicated and difficult.

"The problem of mixing drugs and new generation cigarettes makes drugs penetrate the easiest, fastest and most harmful," the delegate pointed out.

The delegates hope that the Ministry of Public Security and the whole society will pay attention to the new generation of cigarettes. This type of cigarette is becoming more and more popular, is the easiest and most dangerous way to get into drugs.

Venerable Thich Bao Nghiem (Hanoi Delegation) said that with the participation of the police and border guards, many drug gangs were discovered and destroyed that were being transported from abroad and within the country.

However, according to the delegate, drugs still infiltrate daily life. Drugs are increasingly sophisticated and complicated not only among middle-aged people but also among teenagers, students and pupils. Among them, the delegate said that electronic cigarettes are a variation of drugs.

"This morning, by chance, when we went to Dai Co Viet intersection, when we stopped at a red light, we saw two children, only a dozen years old, holding two cigarettes. Even though they were so young, they were already using cigarettes," the delegate cited.

According to the delegate, right in the residential area, in the temple, many times they caught children breaking into the donation box to take money and only answered that they were addicted to drugs. Because the children were still young, they did not dare to do anything and were only warned not to do it again. Because even if they were brought to the police, they would only be released after 24 hours.

The delegate emphasized that drugs cause instability, loss of peace, and many crimes are also caused by drugs. Cases of gold shop robberies, murders, children killing fathers, grandchildren killing grandmothers, and brothers killing each other are also caused by drugs.

The Government's mention in the draft of reducing supply, reducing demand, and reducing harm is very correct. Our country is building order and discipline, so we must pay attention from families, wards, communes, and schools.

"Just give them inhalation and they will no longer be afraid."

Lieutenant General Nguyen Hai Trung - Director of Hanoi City Police, gave an example of Cambodia having a drug prevention campaign within the state apparatus, saying that within the state apparatus there is also a risk of drugs.

The delegate also said that in the past, opium had to be used with hookahs, so organizing the smoking was very complicated, but now, drugs can be smoked, eaten, sniffed, inhaled, and even used anywhere. In large cities, many people even rent entire apartments just to organize and use drugs, although it is very difficult to get there.

With the development of technology, drug trafficking is becoming easier and easier. Technology has created loopholes to shorten costs and access quickly.

“When they have no income, to have money to use drugs, addicts have to steal, rob, kill, even kill their parents, brothers, wives, and husbands. The reactionaries use drug addicts to cause trouble and carry out reactionary acts. Just give them drugs and they are no longer afraid,” said the Director of Hanoi Police.
