On the morning of November 8, Deputy Prime Minister Le Thanh Long presented a report on investment policy for the National Target Program on Drug Prevention and Control until 2030.
Regarding the goal, the program fights to prevent drug crimes early, from afar, from the production site, on key routes and border areas, at sea and in the air.
Effectively combat organized, transnational drug crimes using high technology and cyberspace; eliminate complex drug hotspots and hotspots.
Improve the capacity of specialized forces in preventing and combating drug-related crimes; invest in equipment and professional means to meet the requirements of the fight against drug-related crimes.
Strictly control legal activities related to drugs, do not let them be lost to illegal drug production activities. Sustainable elimination of the cultivation of plants containing narcotics.
Strictly manage drug addicts, illegal drug users, drug rehabilitation, people participating in drug addiction treatment and people after drug rehabilitation; control the increasing rate of drug addicts and illegal drug users; minimize the rate of drug relapse and illegal drug users becoming new drug addicts.
Improve the quality and effectiveness of drug addiction treatment; support investment in facilities, equipment, means, and human resources for public drug addiction treatment facilities, ensuring that they meet the prescribed capacity and standards.
Support investment in facilities, equipment, and capacity for forces, agencies, organizations, and unions at the grassroots level in the work of identifying addiction status, voluntary drug rehabilitation at home and in the community, drug treatment, management of illegal drug users, people participating in drug treatment, and people after drug rehabilitation.
Maintain and expand drug-free communes, wards and towns; strive to build drug-free district-level areas and drug-free provincial-level areas; transform key and complicated drug-related areas.
Raising awareness of drug prevention and control in the whole society, especially among youth, students, and workers.
Improve access to and enjoyment of legal aid for people receiving legal aid in drug-related cases and incidents.
Regarding harm reduction, ensure facilities and maintain treatment for at least 50,000 people addicted to opioids.
Over 90% of drug addicts, illegal drug users, drug rehabilitation, drug addiction treatment participants, and post-rehabilitation drug addicts receive medical and psychological support and intervention. Strive for 100% of provinces and cities to have provincial-level medical staff and lecturers trained in psychosocial intervention for illegal drug users.
Over 50% of family members of drug users and drug addicts are informed and instructed about the impacts, harms and psychological support measures for people participating in drug addiction treatment at home and in the community.
The total capital for the program is 22,450.194 billion VND. Of which, the central budget capital is 17,725.657 billion VND (accounting for 78.96%), including development investment capital of 9,827 billion VND; career capital: 7,898.657 billion VND.
Local budget capital: 4,674,537 billion VND (accounting for 20.82%), including: development investment capital: 2,451 billion VND; career capital: 2,223,537 billion VND.
Other legally mobilized capital is expected to be 50 billion VND (accounting for 0.22%).
Program implementation period from 2025 to the end of 2030.
