On November 3, at the National Assembly House, the National Assembly Standing Committee gave opinions on the investment policy for the National Target Program on Drug Prevention and Control until 2030.
Presenting the report, Minister of Public Security Luong Tam Quang said the goal is to promote the combined strength of the political system and the entire population to control, prevent, and repel drug crimes and evils; aiming to reduce supply, reduce demand, and reduce the harmful effects of drugs.
Organize the prevention and combat of drug-related crimes early and from afar; do not let Vietnam become a place for the production, transit and consumption of drugs; promote the application of science and technology and advanced equipment in the fight against drug-related crimes.
Regarding solutions to implement the program, Minister of Public Security Luong Tam Quang said that in terms of mechanisms and policies, there needs to be a specific mechanism in managing and organizing the implementation of a number of activities.
Accordingly, directly support the provincial and district levels to build and deploy models for organizing voluntary drug addiction treatment at home and in the community; directly build and organize pilot implementation of models for management, relapse prevention and community integration support for post-drug addiction treatment people.
Develop a specific mechanism on expenditure content and expenditure levels in building and implementing the model, ensuring that it is suitable for the actual situation of drug addicts and post-rehabilitation drug addicts in localities.
Giving his opinion at the meeting, National Assembly Chairman Tran Thanh Man said that this is a national target program of important significance.
In recent times, with the attention of the Party and the State, the Steering Committee for Drug Prevention and Control has taken drastic actions and achieved remarkable results. However, data shows that the drug addiction situation is still alarming.
At the National Assembly forums, National Assembly deputies are very interested and carefully analyze this issue. The development and implementation of the National Target Program on drug prevention and control at this time will meet the expectations of voters and people.
The National Assembly Chairman also requested to find out the reasons why we have recently implemented strong prevention and control work but drug trafficking, transportation and use crimes are still increasing; there are many solutions to prevent and control but in localities it still happens?
"We have had Steering Committees on drug, HIV/AIDS, and prostitution prevention and control and have implemented them very resolutely, but why is the amount of drugs increasing, and the number of buyers, sellers, users, and HIV-infected people increasing?", the National Assembly Chairman noted.
Analyzing the goals and targets of the program, the National Assembly Chairman noted that it is necessary to consider to ensure that once set, it must be implemented. In particular, are some targets too high, for example, the target of striving for 100% of complex drug hotspots, risk points, and drug retailers to be discovered and destroyed?
The National Assembly Chairman emphasized that it is necessary to clarify the causes, propose radical, long-term solutions, thoroughly prevent drugs, and tighten control at hot spots and entertainment service areas.
In program development, it is necessary to consider setting reasonable targets to ensure that actions meet expectations and ensure feasibility in practice.
