National Assembly candidates are not allowed to campaign or contact voters on social networks

The law does not allow candidates for National Assembly deputies to mobilize and contact voters on social networks without a control mechanism to ensure fairness.

On the afternoon of June 24, the National Assembly voted to pass the Law amending and supplementing a number of articles of the Law on Election of National Assembly deputies (NADs) and People's Council deputies (HDNDs).

Regarding the structure, composition, and number of delegates, the Delegation Work Committee accepted the opinion of National Assembly deputies on adding the phrase "specific characteristics and ethnic structure" in Article 9 and stipulated as follows: "The number of candidates who are ethnic minorities is determined to be consistent with the characteristics, ethnic structure, and specific situation of each locality".

Delegates also commented on opinions related to specific structures, components, and number of delegates; increasing the proportion of full-time delegates; increasing the number of delegates residing and working in localities; the proportion of delegates at the central and local levels.

Regarding this issue, based on the policy of the competent authority, the National Assembly Standing Committee will issue a Resolution on the number, structure, and composition of 16th National Assembly deputies and People's Council delegates for the 2026-2031 term.

Other contents are the responsibility to introduce female candidates for People's Council delegations at all levels and the participation of the Vietnam Women's Union as well as socio-political organizations in the construction of the expected structure and components.

The Delegation Work Committee said that the draft law stipulates the need to "agree with the Standing Committee of the Vietnam Fatherland Front Committee" when developing a planned structure; after the arrangement, socio-political organizations, including the Vietnam Women's Union, are member organizations under the Vietnam Fatherland Front, so they can give their opinions on these issues.

Regarding the rate of female candidates for National Assembly and People's Council delegates and sanctions for heads of local Party committees if they do not ensure this rate, the Delegation Work Committee said that the current law stipulates this rate at least 35%, so localities can introduce it at a higher rate. The election of female candidates depends on the trust of voters. Therefore, handling the responsibility of leaders when this rate is not achieved is not really appropriate.

However, the Delegation Work Committee acknowledged this opinion to advise competent authorities to continue taking measures to improve the capacity and quality of female candidates.

Regarding election mobilization, there are opinions that direct meetings with voters should only be held; the application of online at the commune level is not suitable.

Propose to stipulate that the agency is responsible for ensuring technical conditions and network information security in contact with voters; adding "other forms", including the form of election campaign via social networks.

Accepting opinions, the law only stipulates in principle, in practice implementation will be decided by the agency hosting the meeting with voters to ensure compliance with practical conditions in each locality.

At the same time, there are regulations on organizing only online when ensuring technical conditions, network safety and security.

Do not expand "other forms" to avoid mobilizing and contacting voters on social platforms while there is no control mechanism, ensuring fairness between candidates and security and safety in elections.
