Politburo member, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics Nguyen Xuan Thang attended the conference.
Mr. Nguyen Xuan Thang said that in the assessment, the National Assembly deputies can look back at the context of this term and should have assessments, especially when our country is implementing the arrangement of administrative units, implementing the model of a two-level local government.
It is not only a matter of arranging and streamlining the apparatus but also of implementing an effective and efficient political model, expanding development space, and strengthening the leadership of the Party to the grassroots level.
The Chairman of the Central Theoretical Council emphasized the 4 "pillar" resolutions of the Politburo and stated that the Politburo will issue 2 more resolutions in the coming time.
Including a resolution on education and training with the determination to build a Vietnamese education on par with the region and the world, creating synchronization with breakthroughs in science and technology.
A resolution on health care for the people to implement growth associated with progress, fairness, and society in every step, every policy, ensuring social security, for the happiness of the people.
Therefore, Mr. Nguyen Xuan Thang suggested that young National Assembly deputies evaluate this content because these are decisions that can be considered an important turning point, as a premise for socio-economic development.
He suggested that the National Assembly deputies further analyze the growth target of 8% and lay the foundation for double-digit growth in the coming years; establish a new growth model, taking science and technology as the main driving force.

Vice Chairwoman of the National Assembly Nguyen Thi Thanh suggested that the Young National Assembly Group continue to pay attention to in-depth research on socio-economic indicators. In particular, it is necessary to review the labor productivity growth rate, the current proposed target is 8.5%, while in 2024 it will reach 7.09%, so it is necessary to review the suitability of this target.
In addition, there is the Human Development Index (HDI); the rate of trained workers with degrees and certificates; multidimensional poverty standards for the period 2021-2025; the logical basis between average income and poverty standards; unity in the poverty reduction target.
Regarding the development of high-quality human resources, the Vice Chairman of the National Assembly said that through the monitoring of the National Assembly Standing Committee on high-quality human resources, it can be seen that there is currently no clear definition of "high-quality human resources", as well as not identifying specific subjects and scope.
"Human resources" are often understood mainly as "working" and do not fully include subjects such as civil servants, public employees, scientists, artists, farmers, and managers.
The concepts of "talented person" and "talented person" are different, and "high-quality human resources" are also different from "talented person".
