The 2025 Law on Network Security was passed by the 15th National Assembly and will officially take effect from July 1, 2026. This Law stipulates network security, network security protection; rights, obligations, and responsibilities of relevant agencies, organizations, and individuals.
This Law stipulates the State's policies on network security. These include building a healthy cyberspace that does not harm national security, social order and safety, and the legitimate rights and interests of agencies, organizations, and individuals.
Prioritize protecting network security in the fields of defense, security, cryptography, socio-economic development, science, technology and foreign affairs.
At the same time, prioritize allocating resources to build and develop specialized forces to protect network security, ensuring high-quality human resources to serve network security protection.
Improve the capacity of the network security protection force and organizations and individuals participating in network security protection; prioritize investment in research and development of modern science and technology to serve network security protection.
Along with that, the State has special mechanisms and preferential policies to mobilize, attract, train and use talents in the field of network security; promote linkages and investment in the form of public-private partnerships in protecting network security.
Encourage and create conditions for agencies, organizations, and individuals to participate in protecting network security, handling network security threats; research and develop technologies, products, services, and applications to protect network security; use network security products and services of Vietnam.
In addition, the State has a policy of expanding international cooperation on cybersecurity to strengthen the ability to protect cybersecurity; prevent and combat cybercrime and cross-border cybersecurity threats; absorb modern technology to improve national cybersecurity autonomy capacity.
