On September 22, Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh chaired a meeting of the Standing Committee of the Government Party Committee to continue giving opinions, completing the project dossier, draft Resolution on state economic development to prepare for submission to the Politburo.
In his concluding remarks, Prime Minister Pham Minh Chinh emphasized that the Party's guidelines and the Constitution affirm that we must build a socialist-oriented market economy under the leadership of the Party and management by the State.
The head of the Government stated that the state economy is a component of the national economy with many economic components.
Therefore, the approach in project development must ensure coverage, comprehensiveness, foundation and system, within the overall "pillar" resolutions of the Politburo; remove practical difficulties and obstacles, unlock resources and create development for the state economy; the way of expression must ensure generally speaking, action, feasibility and efficiency.
The scope and research subjects of the project include: Land, resources; public assets; state budget, national reserves, funds; state-owned enterprises; credit institutions; public service units.
The goal is to develop the state economy in the direction of improving quality and efficiency, playing a leading, leading, pioneering and regulating role; ensuring economic security, financial and monetary security, energy security, and food security of the country; ensuring social security, progress, and social justice.

The Prime Minister emphasized a number of guiding viewpoints, in which the state economy promotes its leading, pioneering, leading, regulating, and connecting economic sectors.
Resources are strictly managed and maximized, ensuring fairness, publicity, and transparency in access to and use of the country's resources, and equal competition among economic sectors.
The State does what the private sector cannot do, the State does not do what the private sector can do and does better; enhances socialization; continues to equitize to make businesses operate more effectively and not lose state resources.
Follow the principle of clearly defining criminal liability for administrative and civil matters, between legal entities and individuals in handling violations, when handling violations and incidents related to socio-economics, prioritizing the application of civil, economic and administrative measures first.
The Prime Minister said that the model of resource management and state-owned enterprise management should be streamlined, effective, efficient, and flexible according to the actual situation; promote decentralization, delegation of authority, cut procedures in state management, reduce pre-inspection, and increase post-inspection.
The head of the Government directed to continue reviewing target groups to propose breakthrough and different solutions, especially breakthroughs in the development of science and technology, innovation and digital transformation.
The Prime Minister directed the Ministry of Finance (the agency in charge of construction) and relevant agencies to absorb reasonable opinions at the meeting to continue completing the project dossier and draft Resolution to submit to the Politburo to ensure progress and quality.
