Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 213/CD-TTg dated November 11, 2025 on accelerating the progress of arranging, arranging, and handling housing and land facilities after restructuring the apparatus and administrative units at all levels.
The Prime Minister requested the Chairmen of the People's Committees of provinces and cities to strictly implement the conclusions and directions of the Politburo and the Secretariat on the requirement to review and develop a plan for management, use, and handling of headquarters and public assets after the reorganization of the apparatus and administrative units at all levels, ensuring efficiency, no missed, loss, waste, or negativity.
Implement the arrangement, arrangement, and handling of housing and land facilities to ensure the facilities (headquarters) for the apparatus according to the new model and the operations of cadres, civil servants, public employees, and workers are carried out normally, without interruption, without affecting the provision of public services, and handling administrative procedures for people and businesses.
In the process of arranging priority for health, education and training, culture, sports, commune police headquarters and other public purposes, ensuring effectiveness and compliance with local planning and legal regulations.
For approved housing and land facilities that have been decided on the recovery and transfer plan to local management and handling, the People's Committees of provinces and cities will continue to direct the agencies and units assigned to receive, manage and handle after recovery and transfer.
Urgently develop a plan for exploitation and handling of assets according to the provisions of law to promptly put assets into exploitation or handle them in accordance with the provisions of law, avoiding loss and waste.
In case there are difficulties or problems in the process of arranging, arranging and handling houses and land, the Ministry of Finance shall promptly compile and report to be guided or amended and supplemented according to its authority, and report to the competent authority to amend and supplement relevant legal provisions.
For surplus housing and land facilities that have been prioritized for use for the above purposes and put into exploitation and use to serve socio-economic development goals, they must comply with the land use planning.
In case there are difficulties or problems in the process of adjusting land use planning, urban and rural planning and specialized planning that affect the progress of asset handling, promptly compile and report to the Ministry of Construction, the Ministry of Agriculture and Environment, and the Ministry of specialized management for guidance.
Strengthen management, inspection, examination and supervision of the arrangement, arrangement and handling of headquarters and public assets of agencies, organizations and units under management.
The Ministry of National Defense and the Ministry of Public Security shall immediately update and adjust the planning of national defense land use and security land use according to their authority after transferring or converting the functions of houses and land to be used as offices, public service facilities, medical facilities, education, culture, sports facilities, public purposes or after receiving the transfer of other houses and land for national defense and security purposes.
The Prime Minister also requested the public disclosure of information on the progress of arranging and handling headquarters and public assets of each locality on the Ministry of Finance's Electronic Information Portal and mass media.
