Ms. Vu Thi Bich (Da Nang) recommended that the competent authority guide schools to register the expected additional career funds for additional teaching activities allowed in schools and settle by the end of the 2025 fiscal year. The teacher's benefit level can be used according to current regulations on minimum income in Decree No. 74/2024/ND-CP and multiplied by the coefficient K.
For example, K = 2 if the extra teaching activity takes place during office hours outside of class, K = 3 if outside office hours from Monday to Friday, K = 4 if it is a holiday.
Ms. Bich also recommended that for tutoring activities to serve the excellent student team or review for the final exam, if the budget is not enough, we can consider a socialization plan for parents or students' guards to submit, but it is also necessary to stipulate the ceiling, maximum time for a teacher to teach, the principles of spending and items to be spent and publicize the use of collected money.

The management of extra teaching and learning is regulated in many legal documents such as the Law, Decree and is related to many different management entities.
Circular No. 29/2024/TT-BGDDT dated December 30, 2024 of the Minister of Education and Training regulating extra teaching and learning has clearly stipulated the responsibilities of all levels and sectors in managing extra teaching and learning activities.
According to the provisions of Clause 2, Article 8 of Circular No. 29/2024/TT-BGDDT, the People's Committee at the provincial level is responsible for issuing regulations on additional teaching and learning of the locality in accordance with the provisions of current law and conditions for implementation in practice in the locality.
In particular, the regulation at Point b, Clause 2, Article 8 of Circular No. 29/2024/TT-BGDDT clearly stipulates the responsibility of the Provincial People's Committee to issue regulations on the management and use of funds for organizing extra classes and tutoring.
Therefore, the guidance on estimates and settlement of funding for support for extra teaching and learning of schools as well as support for training excellent student teams are implemented according to local regulations.
