Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra has just signed Decision No. 1764/QD-TTg dated September 10, 2026 promulgating the Plan to implement Directive No. 37-CT/TW dated September 3, 2019 of the Secretariat on strengthening leadership and direction in building harmonious, stable and progressive labor relations in the new situation, the period 2026-2030 and the following years (Plan).
The plan sets out 5 key tasks and solutions including:
1. Propagating, disseminating and raising awareness, promoting the building of harmonious, stable and progressive labor relations.
2. Improve the effectiveness and efficiency of state management of labor relations.
3. Improve the operational efficiency of the trade union organization.
In which, the Vietnam General Confederation of Labor innovates methods and promotes propaganda, gathering, mobilizing union members and workers, attracting workers and workers' organizations at enterprises to participate in the Vietnam Trade Union system;
Promote the development of union members, establish grassroots trade unions, prioritizing places with a large number of workers and labor relations with potential complex issues; pay attention to building a team of trade union officials, especially grassroots trade union presidents, to meet the requirements and tasks in the new situation.
Effectively implement measures to support and protect union members, trade union officials, and grassroots trade union organizations in enterprises in accordance with the law so that grassroots trade union organizations in enterprises are truly the strongest.
4. Promote dialogue and collective negotiation activities.
5. Resolve labor disputes well.
