The meeting was co-chaired by Politburo member and National Assembly Chairman of Vietnam Tran Thanh Man and Chairman of the State Duma of the Russian Federation Vyacheslav Volodin.
In their opening speech, the two Chairmen emphasized that the Session took place in the context of Vietnam and the Russian Federation coordinating to celebrate the 75th anniversary of the establishment of diplomatic relations between the two countries in 2025 with many major and meaningful activities; agreed to affirm that the inter-parliamentary cooperation mechanism has become an effective cooperation channel, contributing to perfecting the legal corridor, promoting key areas of cooperation, in line with the interests of the two countries; affirming the organization of meetings of the Inter-Parliamentary Cooperation Committee on an annual rotation mechanism shows the determination of the two countries' legislative bodies in consolidating, promoting and deepening the Comprehensive Strategic Partnership between the two countries.
During the working program, the Session listened to a summary report on the cooperation situation between the two countries and the results of the implementation of the conclusions of the 3rd Session of the Inter-Parliamentary Cooperation Committee between the National Assembly of Vietnam and the State Duma of the Russian Federation, held in the Russian Federation in September 2024.

Delegates from both sides focused on discussing 5 key topics:
Legislative support for the development of bilateral economic and trade relations; improving the business and investment environment;
Legislative and supervisory work to promote cooperation in the energy sector;
The role of the legislative body in consolidating multilateralism, complying with the United Nations Charter and the fundamental principles of international law, in order to build a world of fairness, peace, cooperation and development;
Legislative and supervisory work to promote cooperation in the fields of science and technology;
The National Assembly's support for enhancing humanitarian cooperation, including in the fields of education, culture and tourism.
The meeting took place in a confident, frank and constructive atmosphere. From the perspective of lawmakers, National Assembly deputies and Parliamentarians of the two countries shared experiences in institutional and legal development, and proposed many solutions to promote bilateral cooperation in many fields, especially in areas that both sides are interested in, through strengthening parliamentary cooperation, coordinating the supervision of the implementation of bilateral agreements, promoting exchanges between specialized agencies and closely coordinating at international parliamentary forums in which both sides participate.
At the end of the session, the two sides agreed to issue a Joint Statement on the results of the 4th Session of the Inter-Parliamentary Cooperation Committee between the National Assembly of Vietnam and the State Duma of the Russian Federation, thereby clearly defining the orientation of inter-parliamentary cooperation between the two countries in the coming time, in line with the nature of bilateral relations and the needs of both sides in the new context.
The 5th session of the Inter-Parliamentary Cooperation Committee between the National Assembly of Vietnam and the State Duma of the Russian Federation will be held alternately in the Russian Federation in 2026.
