Prime Minister Pham Minh Chinh has just signed Decision No. 19/QD-TTg on promulgating the list of state secrets in the field of culture and information.
According to the decision, State Secrets at the Top Secret level include:
1. Plans and schemes to ensure security and safety of museums and libraries storing documents, artifacts, and documentary heritage that are restricted from dissemination or not disseminated.
2. Plans and schemes to ensure security and safety of historical relics with disputes over national sovereignty.
The State Secrets of Dentification include:
1. Directing and guiding documents of the Ministry of Culture, Sports and Tourism sent to Vietnamese Cultural Centers abroad, reports and documents sent by Vietnamese Cultural Centers abroad related to issues that may affect relations between the Socialist Republic of Vietnam and the host country in foreign cultural activities and sports cooperation.
2. Radio and television broadcasting plans in situations where the State declares a state of emergency, a state of war.
3. Documents directing and operating press, publishing, radio and television and electronic information, news, and grassroots information activities serving the task of protecting national security, social order and safety, and community health have not been made public.
4. Reports, documents requesting direction, documents requesting opinions on handling violations or documents exchanged between ministries, ministerial-level agencies, agencies under the Government, provincial-level People's Committees and relevant agencies on assessing and proposing information and propaganda measures for domestic and foreign press opinion containing false information about national sovereignty and security that has not been publicized.
5. Reports, written requests for direction, written exchanges between the Ministry of Culture, Sports and Tourism and ministries, departments, and branches on information with content contrary to the Party and State's views; distorted and false information related to Party and State leaders.
6. Documents appraising and directing in the process of handling documents and publications that violate Clause 1, Article 10 of the Publishing Law.
This Decision takes effect from January 6, 2026 and replaces Decision No. 1285/QD-TTg dated October 25, 2022 of the Prime Minister on promulgating the List of state secrets in the field of culture and sports; at the same time, repealing Clauses 7, 8, 9, 10, 11 and 12 of Article 1 of Decision No. 2238/QD-TTg dated December 29, 2020 of the Prime Minister on promulgating the list of state secrets in the field of information and communication.
