Head of the Central Propaganda and Training Commission emphasized that culture does not follow growth but directly creates growth, creating products, services, jobs, and income.

On the afternoon of September 17, in Hanoi, Politburo Member, Secretary of the Party Central Committee, Head of the Central Propaganda and Training Commission Trinh Van Quyet chaired a working session with agencies on promoting the role of culture in contributing to the economic growth goal in the spirit of the 14th Party Congress Resolution.

Concluding, Head of the Central Propaganda and Training Commission Trinh Van Quyet emphasized the fundamental change in awareness shifting strongly from "cultural development" to "culture development". Previously, we invested in cultural development, but now we must develop through culture.

Culture must be truly considered on par with socio-economic fields; consider culture as a driving force for growth and national development. In which, culture is soft power, an endogenous resource.

Our country has had an investment policy for culture, along with that, it is necessary to unlock resources and create mechanisms for investors to participate in cultural development.

Double-digit growth cannot only be based on investment activities, communication motivation, there must be new motivation, high intellectual content, and added value.

Culture does not stand side by side with growth, does not follow growth but directly creates growth, creates products, services, jobs, income, brands and investment attraction.

Resolution No. 80-NQ/TW of the Politburo has set very specific targets such as: the cultural sector contributing 7% of GDP by 2030 and 9% of GDP by 2045; building 5 to 10 national brands; spending at least 2% of total budget expenditure on culture.

The Head of the Central Propaganda and Training Commission said that there are currently many good models of cultural industry development. Our great advantage is that we have resources and people to bring abroad to perform.

In some localities such as Ninh Binh, Quang Ninh, Hanoi, Hue, Ho Chi Minh City..., growth in tourism attraction has been large. International tourists and domestic tourists coming to tourist destinations have started spending.

The most important thing for tourism is how many visitors it attracts, do visitors consume? Do they have cultural products for them to consume? Do they have souvenirs for them to buy? Do they use the restaurant, hotel, and culinary system?

Because if they come for tourism but stay in their hotels, buy their souvenirs, we will not collect anything," the Head of the Central Propaganda and Training Commission cited.

He emphasized that it is necessary to statistically calculate how much Vietnamese tourists traveling to the world consume, balance revenue and expenditure to know the difference. These are problems that need to be calculated.

Another issue emphasized by the Head of the Central Propaganda and Training Commission is taking digital transformation and intellectual property assets as breakthrough levers. Promoting heritage digitization, standardization and expanding cultural data connection.

Promoting the application of artificial intelligence (AI), virtual reality and digital platforms in the production and distribution of cultural content on multiple platforms.

Human resources in the cultural field are currently severely lacking. The cultural sector needs to urgently compile detailed statistics and clearly report to the Central Steering Committee: shortages in which fields, how many, difficulties in domestic training or sending abroad... Do not report in general but must have specific data for the Central Government to have directing policies to remove obstacles.
