The 14th National Congress of the Communist Party of Vietnam takes place from January 19, 2026 to January 23, 2026, in Hanoi Capital, after discussing documents submitted by the 13th Central Committee of the Party,
RESOLUTION
I- Agreeing with the basic contents on evaluating the results of implementing the Resolution of the 13th National Congress; summarizing some theoretical and practical issues on the renovation of the socialist orientation in Vietnam in the past 40 years, summarizing 15 years of implementing the Party Charter (2011 - 2025) mentioned in the documents of the 13th Central Committee of the Party submitted to the Congress. Specifically:
1. Results of implementing Resolution of the 13th National Congress
The XIII Congress term takes place in a context where the world has many difficulties and challenges, many very new and unprecedented issues appear, especially the Covid-19 pandemic, the world economy is declining, geopolitical conflicts, trade wars; the Fourth Industrial Revolution, especially digital technology and artificial intelligence, takes place quickly, deeply and comprehensively; issues of climate change, traditional and non-traditional security are increasingly complex. With will, aspiration for development, innovative thinking, high determination, and drastic action, the entire Party, people, and army have joined hands and unanimously successfully implemented the Resolution of the XIII Congress. Our Party firmly leads the country to continue to achieve very important and comprehensive results, with many outstanding bright spots. The macroeconomy is basically stable, major balances are ensured, and growth is maintained at a high level. Inflation, state budget deficit and public debt targets are well controlled; trade surplus is continuously at a high level; the domestic market is developing strongly and comprehensively. Development investment resources are mobilized and used more effectively, especially state resources. Many backlog projects, businesses suffering prolonged losses, and weak credit institutions have been thoroughly handled, achieving many positive results. Decisively, promptly, and effectively implementing many solutions to control and push back the Covid-19 pandemic, such as "vaccine diplomacy", nationwide free vaccination and implementing the "double" goal of both focusing on disease prevention and control, and recovering and promoting rapid and sustainable economic development for the post-pandemic period. National defense and security are constantly being consolidated and strengthened; foreign relations and international integration have been elevated and achieved many outstanding results. Building and rectifying the Party and the political system has achieved many very important achievements, with outstanding and breakthroughs that have not yet been made. In particular, at the end of the term, many strategic decisions with a breakthrough nature were issued and organized to be implemented drastically, synchronously, and highly effectively, creating momentum and strength for accelerating development. Law-making work has had many innovations, removing bottlenecks in institutions. The revolution in arranging the organizational structure of the political system in a streamlined, compact, strong, efficient, effective, and efficient direction has achieved breakthrough results, which have been agreed upon and supported by cadres, party members, and people, and highly appreciated by international public opinion. In the past term, Vietnam has been a bright spot in political stability, security, safety and social stability. Our Party has shown a breakthrough in thinking, vision and action, innovated leadership, direction, management, and development creation methods, proactively seized and exploited opportunities, creating a solid premise for the new stage of development of the country. The leadership role and prestige of the Party continue to be enhanced, consolidating the people's trust in the Party, the State, and the central social system.
Besides the achievements, the completion of the market economy institution is still slow; the productivity, quality, efficiency, resilience and competitiveness of the economy are not high. The combination of socio-economic development with ensuring national defense and security in some fields and localities has not been given due attention. The situation of flooding and environmental pollution has not been effectively controlled, and some aspects are even more serious, especially the environment in large cities, industrial parks, industrial clusters and craft villages. Culture has not really become a resource, an endogenous strength and a strong driving force for development. The implementation of fundamental and comprehensive innovation in education and training is not synchronized, and there are still many inadequacies. Mechanisms and policies for developing science, technology and innovation still have bottlenecks and bottlenecks. The organization of the implementation of Party resolutions, policies and laws of the State has many innovations and good practices, but has not kept up with the requirements of the country's breakthrough development. Cadre work still has some shortcomings, first of all, the stage of evaluating cadres; controlling power and managing strategic-level cadres still has limitations. Some organizations, agencies, and units at the commune level after arrangement, operating according to functions, tasks, and authority, still face difficulties and confusion in the early stages. The activities of the Fatherland Front and socio-political organizations in supervising, social criticism, and protecting the legitimate and lawful rights and interests of the People are not of high quality. The people's right to mastery has not been fully institutionalized, and sometimes, in some places, it is still violated. Building a socialist rule-of-law state still has limitations. The assignment and coordination between state agencies in exercising legislative, executive, and judicial powers is not clear and not tight; the effectiveness and efficiency of controlling state power is not high. The leadership role of some Party committees at all levels is still limited. Political and ideological education work is sometimes, in some places, not close to reality and lacks depth. Cadre work still has some shortcomings, especially cadre evaluation; power control in cadre work still has limitations.
2. About 40 years of renovation
The renovation process initiated and led by our Party is a historical choice, a comprehensive development process in thinking, theoretical awareness, and the Party's leadership direction in building, developing the country and protecting the Fatherland; a great historical cause of great significance, opening a new era, raising the country's position on the path of building socialism of Vietnam, implemented by the Vietnamese people. The great and historically significant achievements in 40 years of renovation are the result of a process of persistent and continuous efforts, the crystallization of the intelligence of the entire Party, the entire people and the entire army; affirming that the renovation policy of our Party is correct, creative, and suitable to Vietnamese reality and the trend of the times; the leadership of the Party, the great strength of the People and the great national unity bloc are the leading factors determining all victories of the Vietnamese revolution; the People are the subject, the center of the renovation, construction, development of the country and protection of the Fatherland. After 40 years of implementing the renovation cause, our Party has summarized valuable lessons learned at theoretical level, gradually building and perfecting the theory of the renovation guidelines, which has practical orientation value for the country's revolutionary cause in the new period.
II- Vision and development orientation
The world is undergoing contemporary changes, creating many advantages, opportunities and difficulties, major challenges intertwined; domestically, strategic decisions of revolutionary nature are being implemented, posing many new issues and very high new requirements; at the same time, this is also a new turning point, a new opportunity of historical significance for the cause of building and developing the country and protecting the Fatherland in the era of national rise. The entire Party, the entire people, and the entire army promote the strength of great unity, join hands, unite, and be determined to successfully implement the following viewpoints, goals, orientations and key tasks:
1. Guidance viewpoint
(1) Persistently apply and creatively develop Marxism-Leninism, Ho Chi Minh's thought, theory on the renovation line; steadfastly pursue the goal of national independence and socialism; steadfastly promote comprehensively and synchronously the renovation cause; steadfastly adhere to the principles of organization and operation of the Party; strategic autonomy, innovation of development models, taking development for stability, stability to promote rapid and sustainable development of the country, improve the lives and happiness of the people, firmly protect the socialist Vietnamese Fatherland.
(2) Early identification, taking advantage of all advantages and opportunities, overcoming all difficulties and challenges to continue to develop the country quickly and sustainably; promoting breakthroughs in science, technology, innovation, digital transformation and proactive international integration, closely combining and synchronously and effectively implementing key tasks, in which: Socio-economic development and environmental protection are central; Party building is key; cultural and human development is the foundation; strengthening national defense and security and promoting foreign affairs and international integration is key and regular.
(3) Strongly awaken patriotic traditions, aspirations for development, spirit of solidarity, will to be self-reliant, confident, self-reliant, self-strengthening, and national pride; promote the strength of culture and people into internal resources and strong driving forces for development. Promote the building and completion of synchronous institutions for rapid and sustainable national development, resolutely remove bottlenecks and obstacles promptly and thoroughly, unlock and liberate production capacity, all resources, and promote all motivations. Establish a new growth model, promote industrialization and modernization, taking science, technology, innovation, and national digital transformation as the main driving forces; promote the leading role of the state economy, private economic development as the most important driving force; improve development institutions associated with synchronous implementation: Digital transformation, green transformation, energy transformation, structural transformation and improving the quality of human resources; attract and value talents, promote the development of new production forces.
(4) Promoting the strength, bravery, and intelligence of the Vietnamese people, the great national unity bloc and the people's hearts battle; combining national strength with the strength of the times; proactively, resolutely, and persistently fighting to firmly protect national independence, sovereignty, unity, and territorial integrity; protecting the Fatherland from an early and distant time; closely and harmoniously linking economic, cultural, social development, environmental protection with strengthening national defense and security, improving the effectiveness of foreign affairs and international integration. Ensuring and protecting national and ethnic interests to the highest level based on the basic principles of international law and the United Nations Charter.
(5) Strengthen the building and rectification of the Party and the political system to be clean, comprehensively strong; unite and unify; operate smoothly, synchronously, and effectively the new organizational structure of the political system; improve the leadership, ruling capacity, combat strength of the Party and the management, administration, and development capacity of the State; constantly improve the quality of the contingent of cadres and party members who are truly typical in terms of political bravery, qualities, capacity, and prestige. Closely link the summary of practice, theoretical research with the construction and organization of the implementation of the Party's guidelines and policies, and the State's policies and laws. Strengthen the close relationship between the Party, the State and the People; promote socialist democracy and the people's right to mastery; strengthen power control, resolutely and persistently fight against corruption, wastefulness, bureaucracy, negativity, "self-evolution", and "self-transformation" within the internal ranks.
2. Development goals
Maintaining a peaceful and stable environment; rapid and sustainable development of the country and firmly protecting the Fatherland; improving and comprehensively enhancing people's lives; strategic autonomy, self-reliance, confidence, and strong progress in the new era of the nation; successfully implementing the goal of becoming a developing country with modern industry and high-middle income by 2030; realizing the vision of becoming a developed country with high income by 2045 for a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, firmly moving towards socialism.
3. Regarding the main development goals and targets for 5 years 2026 - 2030
Strive to achieve an average growth rate of gross domestic product (GDP) for the period 2026 - 2030 of 10%/year or more; GDP per capita by 2030 reaches about 8,500 USD; proportion of processing and manufacturing industry reaches about 28% of GDP; proportion of digital economy reaches about 30% of GDP. Contribution of total factor productivity (TFP) to economic growth reaches over 55%. Labor productivity growth rate reaches about 8.5%/year. Reduce energy consumption calculated per GDP unit at 1-1.5%/year. Urbanization rate reaches over 50%.
Total accumulated assets are about 35 - 36% of GDP; the proportion of final consumption is about 61 - 62% of GDP. Total social investment capital averages about 40% of GDP in 5 years, of which public investment accounts for 20 - 22%. The rate of mobilization into the state budget in the period 2026 - 2030 reaches 18% of GDP; state budget deficit is about 5% of GDP.
- Regarding society: The Human Development Index (HDI) strives to reach about 0.8; average life expectancy from birth reaches about 75.5 years, of which healthy life expectancy reaches at least 68 years; the proportion of agricultural labor in total social labor decreases to below 20%; the proportion of trained labor with degrees and certificates reaches 35 - 40%. The poverty rate (according to the multidimensional poverty standard for the period 2026 - 2030) maintains a decrease of 1 - 1.5 percentage points/year. Strive to belong to the group of 40 countries with the highest happiness index.
- On the environment: Forest cover rate maintained at 42%; rate of wastewater treatment and reuse into river basins reaching 65 - 70%; greenhouse gas emissions reduced by 8 - 9%; rate of production and business establishments meeting environmental standards reaching about 98 - 100%; increase the area of marine and coastal protected areas to at least 6% of the natural area of the national sea area.
4. National development orientation for the period 2026 - 2030
(1) Continue to strongly innovate thinking, promote strategic breakthroughs, build a new development ecosystem, ensure the view of taking development for stability, stability for promoting development and constantly improving people's lives and happiness; focus on comprehensively and synchronously improving the rapid and sustainable development of the country, in which the political system is key, the economic system is the focus, and other institutions are important.
(2) Establishing a new growth model with the goal of improving the productivity, quality, efficiency, added value and competitiveness of the economy; taking science, technology, innovation and digital transformation as the main driving forces; creating high-quality new production capacity and production methods, focusing on data economy, digital economy, green economy, circular economy; promoting digital transformation, green transformation, energy transition, structural transformation and quality of human resources. Identifying new growth drivers and taking science and technology as the focus to promote and renew traditional growth drivers. Forming strong growth poles, key economic regions, urban areas, new generation special economic zones on a regional and global scale. Strongly promoting economic growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy. Promoting industrialization, modernization and urbanization. Solve well the relationship between domestic production autonomy and participation in the production network and global value chain.
(3) Build and develop an advanced Vietnamese culture, imbued with national identity, synchronously on the foundation of national value systems, cultural value systems, family value systems and Vietnamese human standards. Comprehensively develop Vietnamese people in terms of morality, intelligence, national consciousness, civic responsibility, respect for the law, creative capacity, aesthetics, physical strength, life skills, professional skills, digital skills.
(4) Build a modern national education system, on par with the region and the world. Deeply and fully realize and consistently implement the view that education and training is the top national policy, deciding the future of the nation; develop education and training is the cause of the Party, State and the entire people. Effectively implement strategic decisions to build a modern and fair national education system in the direction of "standardization, modernization, democratization, socialization and international integration". Innovate and synchronously improve the legal system, mechanisms, and policies on education and training development. Improve the quality of education and training of human resources, especially high-quality human resources in key and strategic fields, industries, and occupations. Promote the building of a learning society, lifelong learning, develop learning models, methods, and movements in the direction of diversification, suitable for all subjects and localities.
(5) Breakthrough in science and technology development, innovation and digital transformation nationwide. Urgently and drastically innovate and improve mechanisms and policies for science and technology development, key industries in accordance with market principles, international standards and practices; improve superior mechanisms and policies suitable to the specific characteristics of creative labor; completely remove bottlenecks and barriers in science, technology and innovation activities, other key industries, focusing on management mechanisms, investment mechanisms, autonomy mechanisms for science and technology non-business units; encourage businesses to invest in science and technology development and application, especially new technologies, high technology, and strategic technology.
(6) Sustainable social development management; ensuring social progress and fairness, caring for people's lives. Improving models, mechanisms, and policies for modern, comprehensive, inclusive, and sustainable social development management; economic development associated with ensuring social progress and fairness, protecting resources and environment, proactively adapting to climate change. Building a reasonable social structure based on a system of values and social norms. Encouraging creative models and ways of doing things in sustainable community development management.
(7) Efficient management and use of resources, environmental protection, proactive adaptation to climate change. Completing synchronously laws, mechanisms, policies, and plans on integrated management and use of resources, environmental protection, conservation of nature and biodiversity; preventing the decline of biodiversity, maintaining ecological balance. Strengthening supervision, inspection, examination and effectively handling violations of the law on resources and environment.
(8) Consolidating and strengthening national defense and security; building a revolutionary, regular, elite, and modern People's Army and People's Police; firmly protecting the socialist Vietnamese Fatherland. Ensuring and protecting the highest national and ethnic interests, resolutely and persistently firmly protecting the independence, sovereignty, unity, and territorial integrity of the Fatherland; protecting the Party, State, People, and socialist regime; protecting revolutionary achievements, the cause of renovation, industrialization, and modernization; preserving and promoting the traditional cultural values of the nation, enhancing the country's international position; firmly protecting national security, regime security, human security, economic security, data security, network security, energy security, water security, food security... ; strengthening all-people national defense, proactive defense; preventing and repelling early factors causing political instability from within; maintaining political security, social order and safety; maintaining and consolidating a peaceful and stable environment for building and developing the country.
(9) Consistently implementing the foreign policy of independence, self-reliance, self-strengthening, peace, friendship, cooperation and development, multilateralization, diversification of foreign relations, being a responsible member of the international community; developing foreign affairs in the new era, commensurate with the historical, cultural and position of the country. Promoting the synchronous and creative deployment of foreign affairs and international integration in a deep, comprehensive, and effective manner. Ensuring and protecting national and ethnic interests to the highest extent based on the basic principles of international law and the United Nations Charter, equal and mutually beneficial cooperation. Proactively and actively contributing to peace, friendship, cooperation and sustainable development in the spirit of being friends, reliable partners, and active and responsible members of the international community; actively and responsibly participating in solving common issues of the region and the international community.
(10) Strongly promote the role of the People's subject, socialist democracy, the strength of the People and the great national unity bloc. Thoroughly grasp the viewpoint "The people are the root", the People are the subject, the center of the renovation, construction and defense of the Fatherland. All guidelines and policies of the Party and State must truly originate from the needs, aspirations, legitimate and lawful rights and interests of the People; taking respecting, ensuring, and protecting human rights, citizen rights, and the happiness and satisfaction of the People as a measure and striving goal.
(11) Continue to promote the building and completion of the socialist rule-of-law State of Vietnam of the People, by the People, for the People under the leadership of the Communist Party of Vietnam, placed in the overall work of building and rectifying the Party and the political system to be clean, comprehensively strong; building a modern, effective, and efficient national governance; having a complete legal system, strictly implemented; ensuring and protecting justice, human rights, and citizen rights. Research, summarize, and comprehensively amend the 2013 Constitution in accordance with reality and development requirements of the country in the new period.
(12) Continue to promote the building and rectification of a clean and comprehensively strong Party; improve the leadership, ruling capacity and combat strength of the Party. Strengthen building, rectification, and self-renovation so that our Party is truly moral and civilized. Summarize 100 years of the Party leading the Vietnamese revolution (1930 - 2030), orienting the leadership of national development in the next 100 years (2030 - 2130); Summarize 40 years of implementing the Platform for building the country in the transitional period to socialism. Innovate propaganda and mass mobilization work, further tighten the close relationship between the Party and the People, relying on the People to build the Party and the political system. Ensure the operation of agencies and organizations in the political system to be effective, efficient, and efficient, improving the quality of serving the People. Strengthen the consolidation and construction of grassroots Party organizations and improve the quality of the contingent of Party members. Focus on building a contingent of cadres at all levels, focusing on strategic and grassroots levels, especially the heads. Promote the Party's inspection, supervision, and discipline work, especially strengthening regular supervision. Resolutely and persistently promote the fight to prevent and repel corruption, wastefulness, bureaucracy, and negativity. Continue to strongly innovate the Party's leadership and ruling methods in the new period.
5. Key tasks in the XIV Congress term
(1) Focus on prioritizing the synchronous construction of development institutions, focusing on the legal system, mechanisms, and policies to promptly and thoroughly remove bottlenecks and obstacles, promote innovation, ensure synchronization and harmony between growth and development; between economy, society, environment and national defense, security, and foreign affairs; between innovation and institutional improvement with key and comprehensive transformations in all fields, in accordance with the 3-level government model, meeting the requirements of rapid and sustainable development of the country in the new era.
(2) Continue to promote the building and rectification of the Party and the political system to be clean and comprehensively strong; synchronously innovate methods and improve self-innovation and self-improvement capacity to enhance the effectiveness and efficiency of the Party's leadership and rule over the State and society, especially building a socialist rule-of-law state. Effectively deploy the organization of the political system apparatus according to the new model to ensure synchronous and smooth operation, meeting the requirements of rapid and sustainable national development tasks. Continue to strongly innovate cadre work to ensure substance and effectiveness, especially the work of appraisal and evaluation of cadres. Build a contingent of cadres at all levels who are truly virtuous and talented, constantly self-innovating, on par with tasks. Strengthen control of power in the Party and State; continue to promote the fight against corruption, wastefulness, bureaucracy, and negativity; consolidate the people's trust and attachment to the Party, State, and socialist regime.
(3) Promote the development of a modern socialist-oriented market economy, international integration, under the leadership of the Party, with the management of the State, meeting the requirements of developing new production forces; develop the state economy to truly play a leading role in ensuring macroeconomic stability, major balances, strategic orientations and leading the economy, private economic development is the most important driving force of the economy; establish new growth models, restructure the economy, promote industrialization and modernization, taking science, technology, innovation and digital transformation as the main driving forces associated with ensuring macroeconomic stability, improving productivity, quality, efficiency, added value and competitiveness of the economy. Promote the development of new production forces and production methods, focusing on developing the digital economy, green economy, circular economy, building a digital society, and being environmentally friendly.
(4) Focus on deploying breakthroughs in science, technology, innovation and digital transformation, creating a foundation for the development of new, modern production forces, prioritizing the development of a number of strategic industries and technologies, focusing on semiconductor chips and artificial intelligence; promote training and use of high-quality human resources, creating key momentum to improve productivity, quality, efficiency, added value, and competitiveness of products, businesses and the economy.
(5) Develop human resources, develop culture to truly become a spiritual foundation, endogenous strength, and great driving force for the rapid and sustainable development of the country. Build a modern national education, on par with the region and the world, focusing on improving the quality of education and training, valuing and investing in the cause of people's health care. Continue to innovate social management methods and sustainable social development management; well resolve social policies, ensure security, social security, safety, and people's safety, especially policy beneficiaries, vulnerable groups, and the labor force in the informal sector, in accordance with Vietnam's conditions.
(6) Continue to build the People's Army and People's Police forces to be revolutionary, regular, elite, and modern, firmly protecting the independence, sovereignty, unity, and territorial integrity of the country's sea and islands. Promote the synchronous, creative, and effective deployment of foreign affairs work; raise and promote the role of Party foreign affairs, state diplomacy, and people's foreign affairs in creating a peaceful, stable, friendly, cooperative, and favorable environment for national development.
Strategic breakthroughs:
In the term of the 14th Party Congress, it is necessary to focus on the following key contents:
(1) Strong breakthrough in development institutions, improving the capacity to plan and organize the implementation of the Party's guidelines and policies, and the State's laws to unlock, liberate and effectively promote all resources; promote decentralization and delegation of power in management and development administration between the Central Government and localities, promote the role of local autonomy and self-responsibility; promote breakthroughs in science, technology, innovation and digital transformation to serve and create development; develop the state economy to truly play a leading role, promote private economic development; build a new startup ecosystem; develop new production forces, new production and business models and methods.
(2) Focus on restructuring and improving the quality of human resources, developing high-quality and highly qualified human resources; promote attracting and valuing talents; encouraging and protecting dynamic and creative cadres who dare to think, dare to do, dare to take responsibility for the common good. Strongly innovate cadre work, ensuring objectivity, democracy, substance, and efficiency, especially the work of appraising and evaluating cadres in accordance with the policy of "there is input, there is output", "there is ups and downs". Build a contingent of leading and managing cadres at all levels of the political system, especially strategic and grassroots-level cadres who are truly typical, have advanced thinking and management capacity, suitable to the new organizational model and breakthrough development requirements of the country.
(3) Continue to synchronously complete and make strong breakthroughs in building socio-economic infrastructure; especially multimodal transport infrastructure, technology infrastructure serving the management, administration and development creation process, infrastructure serving digital transformation, green transformation, energy transformation, adaptation to climate change, cultural, educational, and sports infrastructure.
III- Through the Political Report, the Report summarizing a number of theoretical and practical issues on the renovation in the socialist orientation over the past 40 years in Vietnam. Assigning the 14th Central Party Committee to base on the opinions of the Congress and the Explanatory Report of the Presidium of the Congress to complete and officially promulgate.
IV- Approving the Summary Report on 15 years of implementing the Party Charter (2011 - 2025) and proposing and orienting supplementation and amendment of the Party Charter of the 13th Central Committee of the Party; agreeing not to supplement or amend the current Party Charter. Assigning the 14th Central Committee of the Party to direct the study and summarize the practice of implementing the Party Charter right from the beginning of the term to report on the results of implementation and propose supplementation and amendment of the Party Charter along with supplementing and amending the Platform for building the country in the transition to socialism period at the 15th Party Congress on the occasion of the 100th anniversary of the founding of the Party; and at the same time direct the study and absorption to adjust through the regulations and guidelines of the Central Government; strengthen inspection and supervision, ensuring serious, unified, and effective implementation of the Party Charter.
V- Approving the Report on reviewing the leadership and direction of the 13th Central Committee of the Party submitted to the 14th Congress. Assigning the 14th Central Committee of the Party to absorb the opinions of the Congress, promote strengths, overcome shortcomings, and improve the quality and effectiveness of leadership and direction in the next term.
VI- Approving the election results of the 14th Party Central Committee consisting of 200 comrades, including 180 official members of the Party Central Committee, 20 alternate members of the Party Central Committee.
VII- The 14th Central Committee of the Party and Party committees and Party organizations at all levels lead, direct, concretize and successfully implement the guidelines and policies stated in the documents of the 14th Congress.
The Congress called on the entire Party, people and army to highly promote the spirit of patriotism, aspirations for development, the strength of great national unity; combine national strength with the strength of the times; strongly innovate thinking, unify will and action; synchronously and effectively implement strategic decisions; determined to successfully implement the Congress Resolution for a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, firmly moving towards socialism.
XIV NATIONAL CONGRESS OF DELEGATES
