On the morning of October 3, Deputy Prime Minister Tran Hong Ha worked with the Hanoi People's Committee, the two provinces of Hung Yen and Bac Ninh and ministries and branches on the implementation of the investment project to build Ring Road 4 - Capital Region.
Ring Road 4 - Capital Region has a length of 112.8 km, passing through Hanoi (58.2 km), Hung Yen (19.3 km), Bac Ninh (25.6 km). Preliminary total investment is 85,813 billion VND.
The project is implemented in 7 component projects, operated independently by the People's Committees of 3 provinces and cities (Hanoi, Hung Yen, Bac Ninh) assigned as the managing agencies, including:
- 3 component projects to implement compensation and resettlement support in each province and city using public investment capital (component projects 1.1, 1.2 and 1.3).
- 3 component projects to invest in building parallel roads in each province and city using public investment capital (component projects 2.1, 2.2 and 2.3).
- Component project 3 invests in building a highway system under the public-private partnership (PPP) method.
After Hanoi reviews, harmonizes, balances and agrees with the two provinces of Hung Yen and Bac Ninh, the total investment of the Ring Road 4 - Capital Region project will decrease by about 2,129 billion VND compared to the preliminary total investment.
Accordingly, component project 1.1 (land clearance in Hanoi) decreased by 650 billion VND; component project 3 (PPP) decreased by 3,319 billion VND; component project 1.2 (land clearance in Hung Yen province) increased by 600 billion VND; component project 1.3 (land clearance in Bac Ninh province) increased by 1,240 billion VND.
Leaders of the People's Committees of Hung Yen and Bac Ninh provinces said that they will arrange local budgets to supplement additional capital for two component projects 1.2 and 1.3.
Leaders of several ministries and branches have discussed and given their opinions on the proposal of the Hanoi People's Committee on the plan to transfer the reduced capital in component project 1.1 to invest in a number of connecting branches at 5 intersections and 2 overpasses to ensure the smooth operation of parallel roads in Hanoi.
At the same time, propose a public investment sub-project to build the Hong Ha, Me So, Hoai Thuong bridges and some sections of the Component 3 project, so that in case the Component 3 project is not completed, it will still ensure connectivity to the entire parallel route.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha requested localities to promote a proactive and flexible spirit in handling issues related to adjusting investment capital levels for component projects of Ring Road 4 - Capital Region in accordance with their authority.
For component project 3, the Hanoi People's Committee continues to review and clarify the structure of the participation rate of the State capital (including the public investment sub-project to build bridges and some sections of the route); work and agree with the two provinces of Hung Yen and Bac Ninh to propose transferring the reduced central capital in component project 1.1 to component project 3.
The Ministry of Transport clarifies the consultant's responsibility when determining the area to be recovered and cleared for the project is not accurate and complete, leading to major adjustments in funding.
